CALL TO ORDER Mr. McClure called the meeting to order at 6:40 p.m. 2. ROLL CALL 3. CONTINUATION OF REVIEW OF STRENGTHS, WEAKNESSES, OPPORTUNITIES, AND THREATS OF THE COLONY Mr. Blake asked Mr. McClure to brief the rest of the Board on the meeting that took place on September 25, with J.T. Dunkin and Ray Turco regarding the Preliminary Land Use Plan and The Colony citizen survey, respectively. Mr. McClure gave a brief summary of the meeting. Mr. McClure stated that one of the more interesting things that he took from the citizens survey was that a majority of the participants would be in favor of a 1/2 cents sales tax if implemented correctly. Mr. Blake stated that it was apparent from the his interviews with community leaders and from the citizen survey that there is support for a 1/2 cents sales tax, if it is presented properly. Mr. Blake stated that he gathered from his interviews that one of the reasons that a previous attempt at a 1/2 cent sales tax had failed was do to the fact that there was lack of uncertainty of how to present it to the community. He suggested that when staging a campaign for a 1/2 cent sales tax there be a very defined plan stating who is in charge and how the revenues will be used. Discussion followed on when and how to go about staging 1/2 cent sales tax elections. Mr. Blake reviewed the strengths that the Board had discussed at the previous week's meeting. He then asked the Board as a group to discuss and rate the opportunities and threats information that they had compiled at earlier meetings.
