MINUTES OF THE MUNICIPAL ECONOMIC
DEVELOPMENT CORPORATION
HELD ON
NOVEMBER 28, 1995
A meeting of the Municipal Economic Development Corporation Board of Directors for the City of The
Colony, Texas was called to order at 6:40 p.m. on the 28th day of November, 1995, at The Colony
Chamber of Commerce. The following persons were in attendance:
Gary McClure, President
David Stanwick, Vice President
Tommy Thompson, Executive Vice President
Mary Watts, Executive Vice President
Lori Harlan, City Staff Liaison, Director of Economic Development
Jerry Sebastian, Secretary, arrived at 6:45 p.m. John Dillard, Executive Vice President, arrived at 6:50 p.m.
1. DISCUSSION OF ECONOMIC DEVELOPMENT PORTION OF COMPREHENSIVE LAND
USE PLAN
President McClure introduced Mr. Worth Blake of Worth Blake and Associates. He was recommended by
J.T. Dunkin, the consultant working on the comprehensive land use plan, to complete the economic
development portion of the plan.
Mr. Blake provided an overview of his approach to a comprehensive economic development plan. The
process has several steps. The first is an economic development scoping workshop that involves all entities
with a role in community development. This ranges from the city to the Chamber of Commerce to the
school district. The second is a vision design conference. That leads to goal and objective setting
accomplished through interviews of key players and the involvement of the parties mentioned earlier. The
study process also produces a SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis of the
community.
The time fame for an economic development plan of the magnitude Mr. Blake discussed would be six
months. Board members discussed the value of such a study and then asked Ms. Harlan to request a
proposal fi°om Mr. Blake and also to discuss funding of the study with the City Manager to determine if
money was provided in the budget for the Comprehensive Land Use Plan for economic development or if
this would be from the economic development budget.
In the final minutes of the meeting, members of the golf course negotiating team confirmed they will
attempt to meet with Peninsula Golf this Friday, December 1, at 4:30 p.m.
Board members also agreed to schedule a regular meeting time of the EDC for the 1 st and 3rd Tuesdays of
each month in an attempt to avoid meeting every week. The next meeting of the EDC, according to that
schedule, will be Tuesday, December 5.
The meeting was adjourned at 8:20 p.m.
