MINUTES
CITY OF THE COLONY
PLANNING AND ZONING COMMISSION
APRIL 24, 2012
After determining that a quorum was present, the Planning and Zoning Commission of the City
of The Colony, Texas convened into regular session which was held on Tuesday, April 24, 2012
at 6:30PM in the City Council Chambers located in City Hall, 6800 Main Street, The Colony,
Texas, at which time the following items were addressed:
Board Members Present: Brian Wade, Chairman; Eddie McCormick, Vice Chairman; Debbie
Morrison; Karen Hames; Richard Bambury; Cesar Molina, Jr. and Shannon Hebb.
Board Members Absent: None.
Staff Present: Mike Joyce, AICP, Development Services Director; Brooks Wilson, AICP, Senior
Planner; Gordon Scruggs, Engineering Director; Jimmy Schnurr, City Attorney; and Felicia
Campa, Development Services Coordinator.
1.0 CALL REGULAR SESSION TO ORDER
Chairman Wade called the meeting to order at 6:33 PM.
1.2 Citizen Input
No citizen input was received.
2.0 CONSENT AGENDA
2.1 Consider approval of the minutes of the February 28, 2012 Regular Session.
It was moved by Commissioner Hames to approve Item 2.1, seconded by Commissioner
Hebb. Motion carried (6-0-1), with Commissioner Morrison abstaining due to absence.
3.0 PUBLIC HEARINGS
3.1 None.
The Commission continued the Regular Meeting in the City Manager's Conference Room.
4.0 WORKSHOP ITEM
4.1 Discussion of the first draft of the amended Gateway Overlay District ordinance.
Staff presented the proposed changes to the Gateway Overlay District ordinance.
Each of the Commissioners were asked individually to itemize their issues, concerns and
recommended changes to the ordinance.
Commissioner Molina suggested the following:
0 Encourage incorporating Xeriscape which can eliminate the requirement for irrigation

• Remove the allowance of a living plant screen in lieu of a masonry screening wall as
the living plant screen requires much more maintenance
• Change the width requirement for sidewalks designed primarily for bicycle use from
eight (8) feet to ten (10) or twelve (12) feet
Overall comments: Commissioner Molina stated that the Gateway Overlay District regulations
read better than the original. Commented on how difficult to enforce the color scheme
requirements would be to enforce. Commended staff on trying to maintain a balance with the
requirements.
Commissioner Bambury suggested the following:
• Remove annual flowers from additional streetscaping regulations for landscaped bed
and surrounding monument signs since they are high maintenance and require a lot of
water
• Alter the northern boundary of the Gateway Overlay District from the southern side
of the bridge to the northern city limits
Overall comment: Commissioner Bambury said the proposed ordinance reads well.
Vice Chairman McCormick suggested the following:
• Remove exposed aggregate from acceptable exterior materials
• Include standards for the application of stucco and EIFS
Overall comment: Vice Chairman McCormick said he was glad to see stucco and EIFS as
acceptable exterior material within the proposed regulations.
Commissioner Hebb suggested the following:
• Expand the width of the pedestrian/bicycle paths to twelve (12) feet
• Standardization of lighting to make it consistent and uniform
• Include standards for the application of all exterior material
Overall comments: Commissioner Hebb complimented staff on a job well done of rewriting the
regulations. He continued in stating that specifications make it easier to determine what can and
cannot be done.
Chairman Wade suggested the following:
• Require excavation of sidewalks to keep the sidewalks from buckling
• Remove stucco from acceptable exterior materials
Overall comments: Chairman Wade stated that the revised regulations are written very well, he
particularly likes the landscaping regulations and the hike and bike trail requirements.
Commissioner Morrison suggested the following:
• Replace annual flowers from additional streetscaping regulations for landscaped bed
and surrounding monument signs with wildflowers
• Standardization of lighting to make it consistent and uniform
• Encourage incorporating Xeriscape which can eliminate the requirement for irrigation

• Require excavation of sidewalks to keep the sidewalks from buckling
• Attempt to control speed of the service roads with the idea of having a bicycle path
going to the future site of Nebraska Furniture Mart
Commissioner Harries suggested the following:
• Require more landscaping to add to the appearance of buildings
Overall comments: Commissioner Harries stated that she appreciates the specificity of the
regulations.
Mr. Schnurr recommended including Nebraska Furniture Mart in the discussion for the Gateway
Overlay District regulations.
There being no further questions or discussion, Chairman Wade adjourned the meeting at 7:51
p.m.
