HomeMy WebLinkAbout12/07/2011 CAB December 7, 2011 The Colony City Hall, 7:01 pm CITY OF THE COLONY DENTON COUNTY, TEXAS MINUTES OF THE CULTURAL ARTS BOARD OF THE CITY OF THE COLONY December 7, 2011 A REGULAR SESSION of the Cultural Arts Board of the City of The Colony was called to order by Chair Ripperger at 7:01 pm PRESENT: Robert Bourbon Place 1 Liz Ripperger Place 2 Donna Arnold Place 3 Joan Lux Place 5 Kathy Costa Place 6 Casey Kidwell Place 7 ABSENT: Gail Kasek Place 4 1. Call to Order Meeting called to order: 7:01 p.m. 2. Chair Report and Announcements a. Announcements Chair Ripperger thanked the board for allowing her to serve as Chair. 3. Liaison Reports a. Council Liaison None b. Staff Liaison None 4. Citizen Input This time is set aside for citizens to address the Cultural Arts Board regarding items that are or are not posted on the regular agenda. Those persons wishing to address the Board must sign in on the Citizen's Input form prior to the start of the meeting. None 5. Minutes a. Consideration of approval of the minutes of the Cultural Arts Board meeting held November 2nd 2011. Motion by Lux, Second by Arnold to approve minutes as written. Approved 6-0. 1 December 7, 2011 The Colony City Hall, 7:01 pm 6. Discussion and consideration of dedicated Cultural Arts Board Facebook page. (Ripperger) [This item was originally #9 on the agenda but was moved to accommodate the city Attorney, Jeff Moore] City Attorney Jeff Moore presented a handout regarding statutes and potential issues with the proposed topic and the Texas Open Meetings Act. Board members expressed a desire to create an information only Facebook page. City Attorney Moore expressed concerns regarding dialog on the page: Page should have comments disabled and no ability for "like button". Motion by Bourbon, second by Costa to create a facebook information page for CAB. Approved 6-0. 7. Election of Board officers for 2012. (Staff) a. Chair Motion by Bourbon, Second by Arnold to appoint Kathy Costa as CAB Chair for 2012. Approved 6-0 b. Vice-Chair Motion by Arnold, Second by Bourbon to reappoint Vice-chair Lux for 2012. Approved 6-0. 8. Cultural Arts Board/Community Development Corporation subcommittee updates and discussion regarding: a. Cultural Arts Master Plan (Lux) Vice-Chair Lux reminded Board members about the January site visit by the CAMP consultants. Staff Liaison Shallenburger listed the current schedule for the visit. b. Mini-Event Committee (Ripperger) Combined with Item 9 for discussion. 9. Discuss and consider planning for the 2012 Mini-Events. (Staff) Member Costa recapped the volunteer meeting. Expressed urgency of contacting volunteers to express thanks and to begin organization for events. Committees were arranged as follows: Entertainment Under the Stars: Chair Ripperger, Bourbon and Lux Film: Chair Costa, Arnold and Kidwell Arts & Crafts: Chair Costa Holiday Choir: Chair Ripperger, Kasek and Arnold. 10. Discussion and consideration of grant fund request from Lakeside Arts Foundation. (Staff) Motion by Bourbon, Second by Arnold to disallow Grant. Discussion followed: Members expressed the following in support of disallowing grant: 1. LAF requested a partnership with the City and the Chamber for Chalk This Way last month and it was declined 5-2. Member Bourbon saw this as a repeat of the same question from last month. 2. The request was for $10,000 which was the full amount of the boards annual grant budget. 2 December 7, 2011 The Colony City Hall, 7:01 pin 3. Member Costa shared with the board emails she had received from LAF Board member Tim Martin as well as emails she received from LAF Chair Christi Martin that she felt were inappropriate from a party who would be representing the city through the proposed event. 4. Member Costa shared with the board an email from Christi Martin in which Ms. Martin stated she had funding for the event without city funding. 5. Member Costa noted that the application said that the event was in partnership with The Colony Chamber of Commerce. Member Costa stated she has reason to believe that such a partnership does not exist. Joanna Krieger (4808 Graham Court, The Colony, TX) spoke on behalf of the Lakeside Arts Foundation and expressed a desire to work together for the good of the city. Motion to Disallow approved 6-0. 11. Board to provide direction to staff regarding future agenda items. 12.
