MINUTES
THE COLONY COMMUNITY DEVELOPMENT CORPORATION
REGULAR SESSION

1. CITIZEN'S INPUT -
None.
2. APPROVAL OF MINUTES OF JULY 14TH 2011-
Motion to approve the minutes - Leary; second - Braby; abstain - Reyes; motion passes.
3. INTRODUCTION AND WELCOME OF NEW BOARD MEMBER ROLANDO REYES -
TeRon welcomed Rolando to the board and expressed his appreciation to him for his willingness to serve on
the board and to serve the community. Pam met with Rolando prior to this meeting and reviewed past
projects, current projects, the CDC Master Plan, Trail Master Plan and the Stewart Creek Park Master Plan.
Rolando expressed his gratitude for the opportunity to serve on the board.
4. RECEIVE UPDATES FROM STAFF AND DISCUSS THE FOLLOWING ITEMS -
FINANCIAL STATEMENTS -
Sales tax was up again. Lisa encouraged people to continue to shop The Colony first as that helps the board
to be able to do more projects.
SIGNAGE FOR EVENTS, WAYFINDING & OTHER PROJECTS -
Pam informed the board that the city is changing the way signs are displayed throughout the city and this
item is just to update the board about the new signage.
There will be signs for city events and programs, signs for other organizations, and way finding signs. The
signs are going to be magnetic panels that will be placed on metal slats. We have spoken to some
organizations and they are happy about it, but they will still have to apply for a sign permit to get space on
the sign. There will be S signs with S panels for the outside organizations and on 3 of these signs you will be
able to see information on both sides of the sign. The organizations will have to purchase their own magnetic
signs and we will encourage them to make the sign as generic as possible so the sign can be used multiple
times; they will be given size specifications needed to order their signs. The locations of the new signs have
not been determined yet but they will be on the main thorofares and main intersections. The Inspections staff
will put out the signs.
Christi Martin. 5604 Longhorn Dr., The Colony, spoke out about the city's inconsistency regarding signs;
today she was told there would only be 4 signs that the organizations would be allowed to use, and currently
her group uses 10 signs so 4 signs are not enough. These signs are the most effective source of advertising
for her group. People that attend shows always tell her they get information about shows from the signs. She
said her group was not asked about the new signs or how they would affect them, they were just told about
them. By law, there is certain information aboutplays that has to be on a sign or the play can't be produced.
They also don't always know where their performance is going to be held very far in advance, so it's going to
be very hard for them to pre-order signs. She hopes the city will take into account how this new policy will
impact groups.
Pain told Christi that this is not a CDC project, it was put on the agenda as an information item for the board.
The city will be having public hearings on this project, but Pam said Christi's concerns will be shared with
the City Manager and Brant Shallenberger.
STEWART CREEK PARK IMPROVEMENTS -
The picnic table shelters were delivered last week; some of the frames are up. We won 't put any covers on
picnic tables that are close to the water. We are going to put concrete around the picnic tables in the dory use
area.
PLAY TC TASK FORCE -
Lisa told the board that September is playTC! month; information will be on the city website. Businesses
related to recreation or fitness are being invited to participate in the event. The next task force meeting is on
Aug. 17'". Pam expressed her appreciation to Lisa for all her work on this. Pam has spoken to Lori Collier
about leading a TC Walkers Group on the trails - Shoreline, Park Loop and Five Star - this would be an
ongoing program in the morning and evening.
CULTURAL ARTS MASTER PLAN -
Pam and Brant Shallenberger, staff liaison to the Cultural Arts Board, took the consultants on a tour of the
city. The consultants were very impressed by the tour as they said it was the most extensive city tour they
have ever had. The town hall meeting and focus group meetings went well; they were able to get a lot of
information. They will be back in October and will have some more meetings at that time. The survey should
be inailed out in September.
PARK IMPROVEMENTS PUBLIC HEARING & UPDATE -
A public hearing has been scheduled for the gazebo at the Historical Park, the bridge at Bill Allen Memorial
Park, erosion issues at Bill Allen Memorial Park, and playground improvements at Friendship, Dave Cowan,
and Carr/Chaprnan Parks. RFP's will be sent out to playground manufacturers with base specifications. The
manufacturers will have to provide us with designs and we will show them to the Task Force and this board,
then we will show them to the residents in the neighborhoods for their feedback.
BACK TO SCHOOL BASH -
This event is on Aug. I6"at the Recreation Center. The event is free for residents, $3 for non-residents and is
for kids in pre-kindergarten through 8`" grade. Free school supplies will be given out and there will also be
some program demonstrations. Pre-registration is required.
INTO THE WOODS DISC GOLF TOURNAMENT -
This event is on Aug. 27'" & 28"at Bill Allen Memorial Park. Volunteers are needed to help.
There being no further business to discuss, the meeting was adjourned at 7:40 p.m.
