CITIZEN'S INPUT - Christi Martin, 5604 Longhorn Dr., The Colony she invited everyone to come see The Colony Playhouse production of Schoolhouse Rock Live at The Colony High School the last weekend in July and the first weekend in August. 2. APPROVAL OF MINUTES OF MAY 12TH 2011- Motion to approve the minutes of May 12`" 2011 - Braby; second - Leary; motion passes with all ayes. 3. RECEIVE INFORMATION AND DISCUSS A TEMPORTY EVENT CENTER CONCEPT ON UNDEVELOPED PARK PROPERTY NORTH OF HAWAIIAN FALLS - Christi Martin, from the Lakeside Arts Foundation, made a presentation to the board proposing a Clamshell facility as an affordable solution to provide meeting and event space in the city. At this time she wants to know if the board is interested in looking at this concept in more detail. The city needs a facility that will not impact the city's debt or general fund. The clamshell,facility will provide an immediate and temporary solution. This type offacility has been used by churches and arts groups. Pieces can be added onto the facility to extend its size, and it can have HVAC. The clamshell facility is designed to last for several years. This is the type facility we can afford now. The Lakeside Arts Foundation (LAF) would pay $125, 000 for the structure and installation with $125, 000 in matching funds,/rom the CDC Board for the foundation and plumbing, $100, 000 from the EDC Board for infrastructure, and $50, 000 from the HOT Tax funds for stage, banquet tables, seating and theatrical equipment. The board was given a memo fi°om Brant Shallenburger, Cultural Arts Board (CAB) Liaison, outlining infrastructure costs based on cost estimates from 2004; these costs are significantly higher than Christi's estimates. Other issues mentioned in his memo that need to be considered are building codes and parking. Lisa Leary spoke to a Clamshell representative to get more information. She was told the material the facility is made of can be cut with a knife, it is vulnerable to vandalism, security fencing should be installed with the facility, a contractor would have to be hired to assemble the Clamshell but the Clamshell company would send a consultant to oversee the construction. Lisa is sympathetic to the needs of the art community, but would like to see the CAB, CDC and LAF work together to get a permanent facil ity, she has concerns about proceeding with this type of facility. Board members feel because a definite location has not been identified and there are too many questions regarding this type offacility, they do not feel comfortable supporting this. TeRon suggested to Christi that she look for ways to raise money and look for ways to get a permanent solution. Christi said years ago when she was asked to raise money, she did raise money and the city backed out on the project. She is greatly concerned that arts groups won't be able to stay alive for much longer if they don't have a permanent facility. 4. RECEIVE UPDATES FROM STAFF AND DISCUSS THE FOLLOWING ITEMS FINANCIAL STATEMENTS - Sales tax continues to increase. VETERANS MEMORIAL EXPANSION - We are in discussions with the American Legion about expanding the Veterans Memorial. Street signs will be installed along Memorial Dr. to honor the military branches. STEWART CREEK PARK IMPROVEMENTS - The roof contractor will start re-roofing the pavilion on Monday and work on the picnic shelters will start after July 4th. PLAYFUL CITY USA APPLICATION & TASK FORCE - Pam and the board expressed their appreciation to Lisa for her work on the application and getting it submitted,- Lisa did an outstanding job. We will find out in July if we will be designated as a Playful City. Lisa told the board Phase I is completed which was to survey residents and that was done at the Kids Colony Grand Opening, Phase II is to schedule a public input session to get ideas on what people want, and Phase III is to have a fundraiser in the early fall and to have it run through the fall season. A task force committee meeting needs to be scheduled and Lisa will invite some residents to attend also, and in July a public input session can be scheduled. The task force committee meeting will be on June 16"' at 5:00 at Pam's ofce. The date for the public input session will be discussed at the task force committee meeting in June. RIDGEPOINTE PARK PLAYGROUND - The new playground structures are being installed and anew bench is also being installed. There are more play elements on this new structure than there were on the old structure. The base for the new security light will be put in close to the trailhead. NORTH COLONY BLVD. CONSTRUCTION - Construction is ahead of schedule. We are going to contact a local contractor to get the cost to finish the cut throughs down North Colony to the west past the construction zone. BRINGBACKTHE4TH.COM - This is a contest being sponsored by Liberty Mutual to give communities $10, 000 towards their 4`" of July celebrations. The winner is the community that has the most participants who complete an online quiz about U.S. history. The deadline to participate is June 141x'. If we win we will use the money for Liberty by the Lake. LIBERTY BY THE LAKE - The event is on July 2'°a. The day starts with the 5K, IOK and 1 Mile Fun Run at Stewart Creek Park. The parade theme this year is Celebrating America's Landmarks; the parade will leave Peters Colony Elementary School at 10:00, proceed down Nash to Blair Oaks and will end at Five Star. The events at Stewart Creek Park include a salsa contest, Race The Colony, Business Expo, BMX Bike Stunt Show, Skateboard Stunt Show, Wakeboard Competition, Elvis Impersonation Contest, the band High Definition is performing and the day concludes with the fireworks. SUMMER CINEMA CLUBHOUSE - This is a new event at the Rec Center. We show movies in the gym on our new movie screen. The event is free and concessions are available. On June 16'x' we will show Toy Story 3, July 14`x' Gnomeo and Juliet, and Aug. 11'" Cats & Dogs. CAB ENTERTAINMENT UNDER THE STARS - This is the mini event being hosted by the Cultural Arts Board. The event is free to the public and will be held on June 17'", July 15 1h , Aug. 19`x', and Sept. 16'" at Lions Club Park from 7: 30pm - 9: 30pm. ECONOMIC DEVELOPMENT TRAINING - JUNE 24TH - MESQUITE - This is a reminder for the Sales Tax Workshop on June 24'x' in Mesquite.
