MINUTES
CITY OF THE COLONY
CODE ENFORCEMENT ADVISORY BOARD
JANUARY 27, 2011
After determining that a quorum is present, the Community Image Advisory Board of
the City of The Colony, Texas convened into a regular session which was held on
Thursday, January 27, 2011 at 6:30 p.m. in the City Council Chambers located in City
Hall, 6800 Main Street, The Colony, Texas, at which time the following items were
addressed:
Board Members Present: Linda Van Vranken, Chairman; Ruby Lawrence,
Vice-Chairman; Diane Ling, Joe Zacha, Richard Kuether, Chuck Reeves and
Alan Ladd
Present from Staff. Iris Browder; Community Image Manager and Joe Perez;
Neighborhood Enhancement Officer
1.0 CALL MEETING TO ORDER
Iris Browder called the meeting to order at 6:33 p.m. She explained to the
Board that since there was no Chairman or Vice Chairman she would like the
Board to appoint a temporary Chairman. The temporary Chairman would
conduct the meeting for Items 2.0, 3.0 and 4.1 at which time the Board would
take nominations to fill the vacant Chairman and Vice Chairman positions.
Board Member Lawrence volunteered to run the meeting. All were in favor.
2.0 CITIZEN INPUT
No citizen input.
3.0 MINUTES
3.1 Consider approval of the minutes of the December 2, 2010 meeting.
Board Member Van Vranken moved to approve the minutes of the December
2"d, 2010 meeting as written. Motion was seconded by Board Member Ling.
Motion carried 5-0. (2 abstained)
4.0 DISCUSSION/CONSIDERATION
4.1 Election of presiding officers for 2011.
Board Member Ling nominated Board Member Van Vranken as Chairman.
Motion to accept was made by Board Member Reeves and seconded by Board
Member Ladd.

Board Member Kuether nominated Board Member Lawrence as Vice-
Chairman and motion was seconded by Board Member Ling.
4.2 Receive an update on the Volunteer Assistance program and the
Neighborhood Enhancement Program. (Joe Perez)
Mr. Perez explained to the Board the two parts of the Neighborhood
Enhancement Program, the Volunteer Assistance Program and the Home
Exterior Rehabilitation Program.
The Volunteer Assistance Program establishes a network of volunteer in the
City and matches them up with people who need assistance with their property
for various reasons. Mr. Perez stated that we are still in the early stages and
need to go before Council for final approval. He explained to the Board some
of the organizations he has met with.
The Home Exterior Rehabilitation Program is one that incentivizes individuals
to help with repairs made to their home. Mr. Perez stated that there were six
tiers and now there are three.
Board Member Kuether asked if the Volunteer Assistance Program would
help physically able people to trim their trees if they do not own the proper
equipment. Mr. Perez stated that at this time the program is for those who are
facing some kind of hardship. He also stated that in the future we would look
at possibly doing a program to rent out equipment to those people who are
able to do the work, but do have the means or equipment to do so.
Board Member Reeves asked Mr. Perez if the City was just looking for
organizations that are in the community to volunteer or can there be groups
from outside The Colony. Mr. Perez stated of course he would like to have
volunteer in the community, but we wouldn't limit it to just those located in
The Colony. Board Member Reeves mentioned that his church has a group of
middle school boys who live in The Colony but attend church in Carrollton.
Mr. Perez stated that would be fine.
Mr. Perez went over the application packet for the program. Vice Chairman
Lawrence asked where in the application packet is states that the City would
not be liable for any damage the volunteers do. Mr. Perez stated we do have
some language, but not specifically addressing property damage, but we
would add it to the application packet.
Board Member Ling asked if there was a timeframe as to when the
applications would be looked at and approved. Mr. Perez said the turnaround
time for the volunteer applications could possibly be a week.
Chairman Van Vranken asked Mr. Perez some questions about funding. Mr.
Perez stated that there was $5,000 that was set aside as seed money for this
program. Mr. Perez also stated that he has been soliciting funds from

businesses that the city has dealings with and that we should be receiving our
first donating on $250 from Halff & Associates.
Board Member Kuether asked if this was open to home owners and wanted to
make sure that we clarify homestead versus home owner in the packet. Board
Member Van Vranken asked to clarify the section that talks about residing at
residence. Vice Chairman Lawrence asked if we have checked with Home
Depot. Joe stated that yes, we have met with them, but the problem we are
running into is that most of them only donate to non-profit organizations. Mr.
Perez said we are looking further into what will be required to start a non-
profit organization which will allow us the opportunity to apply for grants.
There were also suggestions made by the board to raise money for the
program which included a applying for golf tournament, donation to the water
bills, etc..
