1. CITIZEN'S INPUT —
None.
COUNCIL LIAISON: Allen Harris - Absent
2. APPROVAL OF MINUTES OF OCTOBER 14TH 2010 -
The October minutes indicated Pam Nelson was absent, but she was in attendance at the October meeting.
Motion to approve the minutes with a correction to show Pam Nelson in attendance — Leary; second — Braby;
motion passed with all ayes.
3. RECEIVE PRESENTATION AND DISCUSSION OF A SCULPTURE GARDEN CONCEPT FOR
THE NORTH COLONY BLVD. COMPLEX -
Christi Martin gave the board a copy of her design and displayed small models of the objects in the design.
There have been discussions aboutputting more kaleidoscopes at the Police Dept. and on Paige Rd. at the
entrance to Five Star. While considering the kaleidoscapes at the Police Dept. she thought the area needed
more than just the kaleidoscapes, so she thought of a sculpture garden. The structures she is proposing are a
glass mosaic over a concrete base structure. They would be constructed by the community, the same way the
kaleidoscapes were constructed. She has met with the Police Chief, Keith and David Swain to discuss her
ideas; the space at the Police Dept. has not been designated yet and there is space at Paige & Memorial for
this. Because of the expansion of the trail, and the location of the Police Dept., Christi thinks there would be
more foot traffic in the area, that's why she drew her concept for this location.
Tonight Christi wants to see if there is interest from the board for this project and she came to the board
because this is something for a park.
Some board members suggested that she should wait to pursue this until the Cultural Arts Master Plan is
completed, and to see what the Cultural Art Board's vision of art in the city is.
There was support of the sculptures, but the sculptures need to be made so kids can climb on them.
4. DISCUSSION OF BRIDGES CEMETARY —
The cemetery is maintained by the Denton County Judge but the Parks & Recreation Dept. mows the grass
and trims the trees. The veterans put out flags in the cemetery, scout troops are visiting the cemetery and the
number of people visiting the cemetery has started to increase. Don has requested that Pam ask the Mayor to
contact the Denton County Judge to see if they would deed the cemetery to the city so improvements could be
made. Don added that this is something the Historical Committee would like to be involved in. There is also
an historical marker in the cemetery. The cemetery could be incorporated into the Parks & Recreation Dept.
5. DISCUSSION AND CONSIDERATION OF THE STORM DRAIN CONTRACT FOR KIDS
COLONY—
Seven bids were received and the low bid of $40,177.75 came from F&F Concrete in Garland. The Public
Works department has done a lot of work with this company. A $2,500 contingency will be added.
Motion to approve the storm drain contract with the addition of a $2,500 contingency — Mahle; second —
Sohn; motion passed with all ayes.
6. REVIEW AND CONSIDERATION OF THE ATHLETIC FACILITY USAGE POLICY —
This policy was given to the board a couple months ago; since then it has been revised and the board now has
the current revision. The policy now more clearly identifies the city and league responsibilities. This
agreement is specific to the athletic leagues; there will be a separate agreement for other groups.
Motion to approve — Lawrence; second — Braby; motion passed with all ayes.
7. DISCUSSION OF BOARD MEETING PACKET PRESENTATION —
There was discussion about having the information in the meeting packets sent electronically to the board
members instead of getting the packets on paper. Pam told the board there is a new copier in the office that
has a scanner so documents can be scanned now and sent electronically. Some board members said they
would prefer to continue to get the information on paper and others said they would prefer to receive it
electronically, so Pam said we will do some trial runs and prepare the packets in paper and electronic form.
8. REVIEW AND CONSIDERATION OF POTENTIAL SITES FOR A FUTURE CIVIC/ARTS
FACILITY —
In preparation for the upcoming Arts Master Plan, Pam reminded the board of the location possibilities that
were proposed 5-6 years ago for the civic/arts facility; they were the area north of Hawaiian Falls and west
of the Community Center by Griffin Middle School. Pam also told the board that she still has the
construction plans and in these plans there is a place for a sculpture garden but there was no space given for
outdoor performances. This would be a city run facility for shared use. A site needs to be identified for the
grant work.
Motion to accept the locations north of Hawaiian Falls and west of the Community Center as viable options
for a future civic/arts facility — Braby; second — Lawrence; motion passes with all ayes.
9. RECEIVE UPDATES FROM STAFF AND DISCUSS THE FOLLOWING ITEMS —
FINANCIAL STATEMENTS —
Sales tax continues to increase.
TRAILS —
The Shoreline Trail has been identified as a "START Path" designation; our trail is one of 3 in Texas. This is
a program through the American Heart Association. The Shoreline Trail will be included on the American
Heart Association website and we willput signage at the trailhead to identify it as a "START Path ". The city
website will be updated and we can send this information out on the water bills.
The water fountain has not been installed yet at the shoreline trail because of scheduling conflicts and some
equipment issues, but Keith is working to get those issues resolved.
Texas Parks & Wildlife is doing studies for the Wynnewood Trail.
KIDS COLONY PLAYGROUND —
The concrete was poured yesterday. There is money available to add another play structure; the consensus of
the board is to add 2 boulders with a corkscrew net. The new playground equipment will be shipped after the
new year and a community build is tentatively scheduled for January I5rh
WILCOX PARK —
Construction of the new playground will start next week and should be done by the middle of December
depending on the weather.
CAB / CDC COMMITTEE UPDATES —
Cultural Arts Master Plan Committee — Lisa informed the board that the committee interviewed 4 firms and
selected a firm from California; references are being checked.
Kids Colony — There was discussion about using the name boards removed from the original playground
structure to the underside of the new pavilion.
Sound wall /Art Panels - There was discussion about making a mural on the panel with a nautical theme.
These murals will be 6'x6' and there will be 22 of them.
CHRISTMAS SPECTACULAR —
The Holiday in the Park event is on Saturday, Dec. 4`h. There is a new parade route because of the
construction on North Colony — the parade will start at Peter's Colony Elementary School, go west on Nash
to Blair Oaks and will end at the high school. There will be performances from Kids Count Too and The
Topcats, pictures with Santa, and a craft station. Volunteers have been helping to get the light show put
together.
There being no further business to discuss, the meeting was adjourned at 9:08p.m.
