CITY OF THE COLONY
CODE ENFORCEMENT ADVISORY BOARD
OCTOBER 28', 2010
After determining that a quorum is present, the Code Enforcement Advisory Board of
the City of The Colony, Texas convened into a regular session which was held on
Thursday, October 28th, 2010 at 6:30 p.m. in the City Council Chambers located in
City Hall, 6800 Main Street, The Colony, Texas, at which time the following items
were addressed:
Board Members Present: Casey Truskunas, Chairman; Lloyd Martin, Vice-
Chairman; Diane Ling; Richard Kuether; Linda VanVranken; and Ruby
Lawrence (Arrived at 6:40pm)
Board Members Absent: Joe Zacha (Arrived at 6:54pm)
Present from Staff: Iris Browder, Community Image Manager; and Brant
Shallenburger, Construction Communication Facilitator
1.0 CALL MEETING TO ORDER
Chairman Truskunas called the meeting to order at 6:40 p.m.

13.0 MINUTES
3.1 Consider approval of the minutes of the August 26th, 2010 meeting.
Board Member Kuether moved to approve the minutes of the August 26th, 2010
meeting as written. Motion was seconded by Board Member VanVranken.
Motion carried
5-0.
14.0 DISCUSSION/CONSIDERATION
4.1 Receive a presentation from the Director of Competition regarding the
name change from Code Enforcement to Community Image and the
restructure of the department. (Tim Miller)
Ms. Browder stated to the Board that Mr. Miller was unable to attend the
meeting and she would be providing the Board with a brief overview of the
changes.
Ms. Browder explained that the name Code Enforcement has now been
changed to the Community Image. She said that the name change is due to
the negative connotation/stigma that has been associated with the name "Code
Enforcement". In addition, she explained that the department Community
Image is now its own department consisting of the Community Image
Manager, two (2) Community Image Officers, one (1) Neighborhood
Enhancement Officer and one (1) Health Inspector.
Ms. Browder also informed the Board that the department has removed the
online publishing of code violations due to possible legal issues and citizen
complaints staff has received about these violations being made public. She
went on to say that the department is currently reviewing its policy and
procedures, which include reviewing letters being sent to property owners,
measuring compliance, informing the public of changes and reviewing
additional ordinances not included in the Chapter 6 & 10 re-write.
Ms. Browder summarized the overview by stating that the changes being
made are very positive and the ultimate goal of the department has been and
always will be voluntary compliance.
There was discussion among the Board on the power in words and how the
perception of the name change will be beneficial and that regardless of the
name being used, the department will still be enforcing the ordinances.
4.2 Discuss changing the December 30th, 2010 Code, Enforcement Advisory
Board (CEAB) meeting date. (Tim Miller)
Ms. Browder stated that the Board would not be having a November CEAB
meeting due to the Thanksgiving holiday. She also asked for feedback on
changing the December 30th, 2010 meeting date to either December 2nd or 9tn
All Board members present agreed to change the meeting to December 2"d°
2010 at 6:30pm.
