HomeMy WebLinkAbout09/16/2009 Sign BoardMINUTES CITY OF THE COLONY SIGN BOARD OF APPEALS SEPTEMBER 16, 2009 After determining that a quorum was present, the Sign Board of Appeals of the City of The Colony, Texas convened into Regular Session which was held on Wednesday, September 16, 2009 at 7:00 p.m. in the City Council Chambers located in City Hall, 6800 Main Street, The Colony, Texas, at which time the following items were addressed: Board Members Present: Gerald Odum, Chairman; Rolando Reyes; Duane Sanders; and Connie Yahwak. Board Members Absent: Aaron Barney; Donna McCright, Vice-Chairman; and Cesar Molina. Present from Staff: Wes Morrison, City Planner; Tracey Sherman, Administrative Assistant. 1.0 CALL REGULAR SESSION TO ORDER Chairman Gerald Odum called the meeting to order at 7:10 pm. 2.0 ITEMS FOR CONSIDERATION 2.1 Discuss and consider an amendment to the Sign Ordinance being Ordinance 07- 1726 Section 6-28(i) regarding size and location requirements for banners. (SI09- 0009, Morrison) Mr. Morrison presented the staff report. Chairman Odum asked if staff checked with other cities to see if an adequate time frame for businesses to obtain grand opening banners was sixty days. Mr. Morrison stated no. Board Member Sanders asked what would be the length of time a grand opening banner could be left up. Mr. Morrison stated thirty days and it would not count against the maximum 4 banners per year. Board Member Reyes recommended staff to state in the ordinance the grand opening banner would not count against the four banners that an establishment is allowed to have in a year. Board Member Reyes asked if the size of the banner was less than twelve square feet would the city allow it. Mr. Morrison stated no based on the proposed requirements. Board Member Reyes state we should consider allowing a smaller size for banners. Board of Adjustment August 16, 2009 Page 2 of 2 Chairman Odum asked if there had to be a certain distance between the different banners in a shopping center. Mr. Morrison stated shopping centers are only allowed to have three per center at one time. Board Member Sanders asked about churches. Mr. Morrison stated they must abide by the banner ordinance as well. Board Member Reyes asked the board if the minimum size of the banner should be changed. The Board decided the minimum size should be changed to six square feet. Board Member Sanders motioned to approve Item 2.1 amending the minimum size of a banner from twelve square feet to six square feet and adding the thirty day time frame for grand opening banners to be on the building within the ordinance.
