MINUTES OF THE CULTURAL ARTS BOARD
OF THE
CITY OF THE COLONY
July 7, 2010
A REGULAR SESSION of the Cultural Arts Board of the City of The Colony was called
to order by Chair Ripperger at 7:02 pm.

Victoria Irvine of 402 Willowcrest in Garland asked if the dates on the Lakeside
Arts Center calendar online could be double-checked against what the Lakeside
Community Theater had had approved for use, since there seem to be some
discrepancies. Liaison Margolis will check and make necessary corrections.
2. Approval of minutes of May regular session.
Tabled, as the minutes for approval are from June (clerical error).
3. Review of Lakeside Arts Center (LAC) current issues/status.
Chair Ripperger announced that there are several repairs being made by the city at
this time.
4. Receive proposal, discuss and consider American Legion's proposed changes to
the Lakeside Arts Center (Cheek).
Bob Bourbon of 6408 Landmark Trail, presented the board with several repairs
and changes the American Legion would like to make to the American Legion
side portion of the building only. The changes will be funded by donation.
The requests for changes were:
a. Patching a wall
b. Painting walls

c. Retile kitchen
d. Recarpet
e. New curtains
Member Scoggin motioned that the American Legion be granted permission to
make the requested changes
Member Arnold seconded the motion, and it passed unanimously.
Christi Martin, of 5604 Longhorn Drive offered to donate the funds for the carpet
replacement.
5. Discussion and consideration of mail recipients and the physical mailbox at the
Lakeside Arts Center (Ripperger).
Chair Ripperger reported that the city will fund and put in a mailbox for the
building, according to what CAB decides.
Christi Martin of 5604 Longhorn Drive reported that the Lakeside Arts
Foundation has used the address as their own since 2004 and would like to
continue using it, based on LAF's support of The Colony's arts community, even
though the group is not a current user of the building.
Robert Bourbon, of 6408 Landmark Trail, spoke for use of the box by the
American Legion groups, and stated that many donations cannot be received at a
post office box.
Member Kidwell motioned that a cluster mailbox, with number of compartments
to be determined, be installed at the building. Member Scoggin seconded the
motion. The motion passed with Kidwell, Lux, Scoggin, Ripperger, Costa and
Cheek voting "yay", Arnold voting "nay"
The board discussed the possibility of use of box by non-resident groups.
Member Scoggin motioned that consideration of use to be granted to non-resident
humanities-related groups. Member Costa Seconded the vote, with Cheeck,
Arnold, Costa, Scoggin and Kidwell voting yay and Ripperger and Lux voting
nay.
6. Discussion and consideration of guidelines for Lakeside Arts Center key
disbursement (Cheek).
Member Cheek proposed that each resident group be given a requested amount of
keys, to be checked out by one person in charge. The keys would check out for
one year and be collected and re-dispersed every year. Other groups or
individuals using the building could also check out keys for up to one year,
depending on use approval.
The board would like to request that the building be re-keyed.

Member Costa motioned to approve the proposal as presented. Member Scoggin
seconded and it passed unanimously.
Liaison Margolis will inquire about the re-keying.
7. Receive proposal, discuss and consider the Lakeside Arts Foundation's request
for use of the Lakeside Arts Center (Ripperger).
The Lakeside Arts Foundation (LAF) requested use of the building for two
meetings on August 201 and on November 16"'.
Member Cheek motioned to grant the request. Vice-Chair Lux seconded the
motion and the motion passed with all voting yes, except for Member Costa, who
abstained from the vote.
8. Receive proposal, discuss and consider Lakeside Community Theater's request
for Hotel Occupancy Tax funds for their annual Haunted House production
(Ripperger).
The Lakeside Community Theater requested $3000 in Hotel Occupancy Tax
funds for use to put on their annual Haunted House event.
Lisa Leary, of 5816 Sycamore Bend, suggested that the Colony Visitors Bureau
logo be on promotional materials for event.
Vice-Chair Lux motioned to approve the request. Member Scoggin seconded the
motion. It passed with all voting yes, except for Member Arnold, who abstained.
9. Receive proposal, discuss and consider Lakeside Community Theater's request to
use the Lakeside Arts Center for two summer camp programs (Ripperger).
Member Costa asked if background checks would be run for participating
instructors. Victoria Irvin of the Lakeside Community Theater said there would
be.
Member Cheek motioned to approve the request. Member Scoggin seconded the
motion. It passed with all voting yes, except Member Arnold, who abstained.
10. Discussion and consideration of CAB name plates and city email addresses (Lux).
City emails addresses for CAB have been established. The board would like to
move ahead with name plates for the Council Chambers. Liaison Margolis will
inquire about this with the City Manager.

11. Receive proposal, discuss and consider The Colony Playhouse's request for Hotel
Occupancy Tax funds to purchase equipment (Ripperger).
The Colony Playhouse requested use of approximately $2500 to purchse body
microphones, which would be available for use by other organizations and housed
by the city,
Member Cheek motioned to approve up to $3403.86 (amount of highest estimate)
for 6 mic units.
Member Scoggin seconded the motion and it passed unanimously.
12. Receive proposal, discuss and consider The Colony Playhouse's request, in
conjunction with The City of The Colony's Parks and Recreation department, for
Hotel Occupancy Tax funds for reimbursement of technician's fees for a
performance at The Colony High School (Margolis).
Via the city's interloca.l agreement with Lewisville Independent School District
(LIED), Pam Nelson, director of Parks and Recreation, has help to arrange a deal
for the The Colony Playhouse to use The Colony High School for a performance.
All costs are waived except for technician's fees, which are $780. Parks and
Recreation has covered the expense, but would like to be reimbursed by HOT
funds.
Member Arnold motioned to approve the request. Vice-Chair lux seconded the
motion and it passed unanimously.
13. Discussion and consideration of rescheduling August CAB regular session
(Margolis).
The meeting will be held on Tuesday, August P, location to be determined.
14. Discussion of Arts Master Plan sub-committee (Scoggin).
Member Scoggin reported that he and Lisa Leary have worked on a rough draft of
the Request For Qualifications to present to CAB in August.
The committee is meeting on July 13a'.
15. Discussion and consideration of grant guidelines and forms (Ripperger).
This item was tabled.
