HomeMy WebLinkAbout03/10/2010 CABMarch 10, 2010 The Colony City Hall, 7:00 pm CITY OF THE COLONY DENTON COUNTY, TEXAS MINUTES OF THE CULTURAL ARTS BOARD OF THE CITY OF THE COLONY March 10, 2010 A REGULAR SESSION of the Cultural Arts Board of the City of The Colony was called to order by Chair Ripperger at 7:00pm Present: Joan Lux Jeff Scoggin Laron Cheek Kathy Costa Casey Kidwell Donna Arnold Liz Ripperger Citizen Input None. Place 5 Place 1 Place 4 Place 6 Place 7 Place 3 Place 2 2. Approval of minutes of January and February regular sessions and January and February special sessions. All approved with one correction. Discussion of food preparation guidelines and health regulations. Mary Branch, City Health Inspector, met with the board to discuss food codes and offer some clarification. She explained that: • If the function is a private meeting, the codes are waived. • If the food is pre-packaged and given away, the codes are waived. • If the food is pre-packaged and being sold, the organization or group needs a permit. 4. Discussion and consideration of Lakeside Community Theater's proposed changes to the Lakeside Arts Center. Members of the Lakeside Community Theater (LCT) informed the board that several of the items that had been presented for repair or removal had been done by the city since the last CAB meeting. The eves, lights, ceiling tiles and toilet seats were fixed or replaced. American Legion members had agreed to do the repair needed on the storage building. March 10, 2010 The Colony City Hall, 7:00 pm The door, parking lot and painting still needed to be finished. The LCT members requested permission to paint the bathrooms using "oops" paint, but with consideration of a pleasing result.' Vice-chair Lux moved that the LCT be able to go ahead with the plan to paint. Member Scoggin seconded the motion, and it passed unanimously. Vice-chair Lux asked the LCT members what changes they would like to see in the future at the Lakeside Arts Center. The members responded that they would like to see the building added to the city's recycling routes. 5. Discussion and consideration of procedure for receipt of items donated to CAB. Liaison Margolis reported to the CAB that no other boards have, in the past, accepted donations, so there is no set procedure. She also informed the board that any item donated to the city immediately becomes city property. The board agreed that the Chair should send a thank-you letter to donors. Vice-Chair Lux motioned that a letter of receipt and donation be drafted by the board secretary and signed the chair, and that letters sent be entered into the agenda and minutes as a record. Member Scoggin seconded the motion. It passed unanimously. 6. Discussion and consideration of Lakeside Arts Foundation's proposal to partner with CAB on the 2010 media event. Christi Martin of 5604 Longhorn Drive, representing the Lakeside Arts foundation, presented a proposal to the CAB, to take place at the Pirate Days event. Chair Ripperger questioned whether the proposal was approved by the Pirate Days committee. Member Costa informed the board that the Pirate Days committee is scheduled to meet with the city this month. Member Scoggin proposed that the board take no action tonight, and that the City Attorney be conferred with regarding CAB partnering with other organizations. Member Scoggin also expressed concern with CAB-owned equipment being used when not overseen by a CAB member or members. 7. Discussion of Stewarts Creek Park improvements and CAB's involvement. Pam Nelson, Keith Helms and Don Beckel of the Community Development Corporation (CDC) presented a preliminary plan for changes and improvements to Stewarts Creek Park to the board. The plan included ideas for implementation up to 30 years from now. 2 March 10, 2010 The Colony City Hall, 7:00 pm Major points in the plan included: • Imporovements to available power • Road alignment • Trails added • New buildings • Entry plaza • Amphitheater • Basketball court. Phase one of the plan would involve roads, electrical improvements and aesthetic changes. Christi Martin of 5604 Longhorn Drive expressed her concern that the improvements pertain to community use, in addition to city use, and that the electrical improvements should be planned for heavy use. Mr. Beckel answered questions from CAB. The entire plan is on the CDC website. 8. Discussion and consideration of arts database in The Colony and CAB's involvement. This item was tabled. 9. Discussion and consideration of guidelines for Lakeside Arts Center key disbursement. This item was tabled. 10. Review of Lakeside Arts Center current issues/status Please see item 4. 11. Discussion and consideration of grant guidelines and forms The board agreed to a special session to discuss this in-depth. The session will be April 6a' at 7pm.
