CITIZEN'S INPUT - None. 2. APPROVAL OF MINUTES OF JANUARY 14TH 2010 - Motion to approve - Sanders; second - Leary; Don noted typing errors in item #S - change "CHOSED " to "CHOSEN" and in the second to the last sentence change "don't" to "do Motion passes with all ayes. 3. RECEIVE PRESENTATION, DISCUSS AND CONSIDER APPROVAL OF THE STEWART CREEK PARK MASTER PLAN - Phillip Neely from Jacobs presented the Master Plan to the board. Elements from the first draft of the plan Concepts B & C and ideas from the January meeting were combined to create the plan presented tonight. Entry/Arrival - There should be a strong, signature entry with a theme and this them should be repeated throughout the park. The gatehouse is located here as is a restroom facility, and there will be trail access. Water Recreation - The boat and trailer parking will be enhanced. There will be a restroom area, a picnic pavilion, a picnicking area, and access to the trail. There will be an internal loop for better traffic circulation. Picnic Shore - Along the south side of the park is a picnic area with a rental pavilion, picnic shelters and a footbridge. There will also be an area for parking. Community Green -This is the big green space in the middle of the park. This is the location for festivals and also a family area. As you come into the green space there can be an arrival plaza or some sort of focal point, a restroom facility, and there will be a lot of room for the festival area. There is a new pavilion, anew playground, a sand volleyball court and a horseshoe pit. There is a concrete pad to accommodate the city's stage and this pad can also be used as a basketball court. There is a place along the road that can be used as a vendor staging area. There is also room for an amphitheater that can be put in an area close to the water. Western Edge Hospitality Area - The hospitality facility is the signature element of the park. It will be a multi-use, enclosed hospitality facility that has a great, uninterrupted view across the lake; it could be a destination that creates revenue. There is a perimeter walkway that can take you to the water. The beach area will be re-worked and at the edge of the point there is a lookout tower and fishing pier. There will be parking access. Nature Recreation -This area preserves the wooded area. There will be a soft trail loop, primitive camping, a kayak launch and possibly an area for RV's. Kirk Mikulec, 5925 Cypress Cove, The Colony - • He is concerned about how the Kids Chase and Liberty by the Lake running events will be accommodated in this plan. • Likes the dual function use of the concrete pad for a stage and basketball court. • The baseball backstop is not in the plans, he thinks it should be added. • If campsites are located by the wooded area, it will change the experience of walking on the soft trail. • There should be no RV camping at the park. He has concerns about RV's being parked in an area that is close to the homes and is concerned on how this would affect the quality of life for residents. RV camping is available at Hidden Cove. • There should not be any overnight events at the park, except for the Halloween campout event. • Limit the primitive camping to the western shore. • Does not want to see revenue becoming a priority. Kathy Braby, 3919 Harbor Dr., The Colony - • Thinks the new design is great. • Questioned whether or not the "No Wake Zone " needs to be expanded to prevent damage to the fishing pier or swim beach area. • Had concerns about there being enough room for boat trailers on the loop. Christi Martin, 5604 Longhorn, The Colony - • Asked about the size of the hospitality facility. • Asked if the concrete pad is also going to be used as a basketball court, can the goals be moved and will there be any markings on the concrete for basketball. • Asked where the power hook-ups and lights would be for the stage. • Expressed concerns about boats passing by the amphitheater during performances since there is no back-drop to hide them and there is also a noise issue with the boats. Lighting and sound also need to be considered in regards to the amphitheater. • She thinks there could be safety issues with the lookout towers. Bill Devlin, 5712 Spring Hollow Lane, The Colony - • He is President of the Stewart Peninsula Homeowner's Association; everyone is excited about the new plans. • Residents have expressed concerns to him about primitive camping and RV camping; residents believe there will be noise issues as camping is too close to their homes, and it will be a disruption to their private lives. • Hidden Cove Park is designed to accommodate camping. • Primitive camping in a restricted are may be OX but it should be supervised. Donna Cole, 5020 Lakeshore Blvd., The Colony - • Thinks the design is great. • Hidden Cove Park is a better location for camping. • Camping in the proposed area is not a good idea as there is wildlife and a lot of poison ivy. • Primitive camping should be in a restricted area, maybe in some of the green areas. • Likes the idea of having a theme throughout the park- use a theme that reflects the area's history. • Use permeable parking. • Likes the parking areas located in various locations throughout the park. • Consider green architecture while maintaining cost effectiveness. • Buffalo grass should be used and no sprinkler systems should be installed. Michael Hundt, 3728 Cottonwood Springs Dr., The Colony - • Likes the plan. • Wants the boat ramp to remain open 2417 -possibly implement atoll tag system for payment. Joe McCourry, 5769 Bedford Lane, The Colony - • There should not be any RV sites located close to resident's homes. • There should be some RV sites in the park. • Wants to see a permanent structure for the park host. • Primitive camping is o. k. but it should not be located by the soft trail and it should be restricted to groups. • Thinks the plan is good. Tenon, Board Vice President - • Expressed his appreciation to everyone for their comments. • RV parking is too close to homes, it should be far away from them. • In favor of primitive camping for scouts and other groups. • Thinks there is too much concrete use in the plan, can that be minimized? • Thinks the playground should have a water element. • The lookout tower and fishing pier, make bi-level so foot traffic can flow better. John Sanders, Board Treasurer - • Does not think there is too much concrete in the plan. • Likes the plan. Stephen Sohn, Board Member - • Does not like the location of the RV's in the plan. • Agrees the use of concrete should be minimal. • Primitive camping is o. k., but it should be limited. • Likes the plan. Lisa Leary, Board Member - • Would like to see some wildflower meadows added. • Add a bocce ball in the family area. • Likes a nautical theme for the playground. • Should discourage fishing on the overlook at the hospitality facility • Likes the plan. Don Beckel, Board President - • Asked if there is going to be a maintenance facility in the park. Pam said we could add storage space to the existing restroom facility. • At the hospitality facility, there could be parking issues with people trying to get to the swim beach. • Some parking areas should be relocated. • Noticed the trail goes to the courtesy dock, why - Phillip said that was to keep them off the road. • The trail/road connection needs to be designed to accommodate the running events held at the park- Liberty 5K and Kids Chase by the Lake • Asked if the jet ski competition could remain in the same location - Pam said it might have to be relocated. • Thinks some of the trail surface should be concrete, for bikes. Pam informed the board that this plan will be presented to City Council at their meeting on Monday, March Is' Motion to approve the Stewart Creek Park Master Plan with the elimination of these items - remove the RV camping from the plan, remove the primitive camping from the wooded area, and have a trail connection from the footbridge on the south side to the shoreline trail - Lawrence; second - Sohn; motion passes with all ayes. 4. DISCUSS AND PROVIDE DIRECTION REGARDING FUNDING THE PARK LOOP TRAIL LEGENDS ALLEY CROSSING RENOVATION - This is the section of the trial that crosses the alley between the Legends HOA trail and Slay/Baker Park. There is a safety issue now because of the speeding that occurs in the alley and that a child was hit by a car. The post and cable is not working. City Council wants whatever is done to look nice. We have to maintain a flume for water drainage. A suggestion was made to install 4 posts on the side of the flume and put in landscape beds. Pam said whatever we do, the HOA will be responsible for maintaining it and the HOA will never be able to close off the trail- these items will be added to the agreement. There will be signage to show the traffic direction. Motion to approve funding not to exceed $15,500 - Sanders; second - Leary There was additional discussion that the agreement should stipulate that a substantial barrier will be installed on the north side, that this is a one-time expenditure to the board, and that the HOA and not the CDC will be responsible for maintenance. CONSIDERATION OF APPROVAL OF A PROFESSIONAL SERVICES CONTRACT WITH DUNKIN SIMS & STOFFELS PHASE I OF THE KIDS COLONY PLAYGROUND IMPROVEMENTS - Motion to approve the contract - Sanders; second - Lawrence; motion passes with all ayes. 6. REVIEW AND DISCUSS 2010 - 2011 CIP LIST - The board received a list of the CIP's (Capital Improvement Projects List). There is money each year for image enhancements and renovating existing parks. 7. REVIEW AND DISCUSS TRAIL FINANCIAL SUMMARY AND BOND ISSUANCE - The city has requested CDC find a way to reduce the debt. There were some contingency funds that have not been spent so we can reallocate that money. Finance estimates your portion of the debt service payments to be less than $130, 0001year. 8. RECEIVE UPDATE FROM STAFF AND DISCUSS THE FOLLOWING ITEMS - FINANCIAL STATEMENTS - The sales tax is down for the year, but we're doing much better than most of the cities in the area. VOLUNTEER DAY - On Feb. 20'h, volunteers and some staff worked at the Little League Complex - they took down the storage building, and another group of volunteers and staff worked at the Skate park and Kids Colony playground. Since Oct. 1, 2009, there have been 265 people who have joined the Friends of The Colony group. TRAIL WALK - This was the "Walk on the Wild Side " hosted by Donna Cole. Approximately 30 people attended. This is a walk along the shoreline trail to learn about the wildlife that lives around us. This is a free event. DADDY-DAUGHTER DANCE - The dance was held at the Cascades Event Center in the Fairfield Inn. This year there was only one dance, but we will have to have 2 dances next year as the room was very crowded. There were 152 couples at the dance. HIDDEN COVE PARK MARINA - Marine Quest told City Council the marina will be open on May 15'h, but before they can open they have to have afire boat and they don't have that yet. They are reducing the number of slips but are going to get a partial Certificate of Occupancy so they can open. They do have 20-30 slips leased. Pam has asked them to put a marketing plan together and told them also to get a new domain name so they can advertise more effectively; JT's still owns the Hidden Cove Park domain. We are going to redo the development and lease agreement because many items in the current agreement are no longer pertinent. BAMP DISC GOLF COURSE - The board was given some before and after pictures of work that has been done at the park, but progress has been slow because of the wet weather over the past months.
