HomeMy WebLinkAbout12/10/09 CDC MINUTES THE COLONY COMMUNITY DEVELOPMENT CORPORATION REGULAR SESSION DECEMBER 10TH 2009 PRESENT: Don Beckel - President STAFF: Pam Nelson Stephen Sohn - Treasurer Keith Helms John Sanders - Vice President Kathy Neal TeRon Lawrence - Member Lisa Leary - Member COUNCIL LIAISON: Allen Harris Debby Short - Secretary ABSENT: Dan Mahle 1. CITIZEN'S INPUT - Kevin Braby, 3919 Harper Dr., The Colony - Kevin expressed his thanks to the board for the power improvements made at the Historical Park. The light show is running with the same elements and 2 intermissions, but some new elements may be added. When the weather is wet/rainy, the parking lot is full; there have been some traffic jams getting in and out of the park and people have been parking on the grass. He suggested removing the fence posts to allow for more parking and Don added that some bleachers should be put in the parking lot as well. Kevin added that trash cans are needed and he asked if a traffic counter could be installed next year. Volunteer help was much better this year than last year. Kevin is considering doing classes on how the program works in an effort to help draw more people in to volunteer. 2. APPROVAL OF MINUTES OF NOVEMBER 12TH 2009- Motion to approve- Sanders; second - Short; motion passes with all ayes. 3. CONSIDERATION OF APPROVAL OF THE CITY'S INVESTMENT POLICY - Motion to approve - Sanders; second - Short; motion passes with all ayes. 4. RECEIVE UPDATE FROM STAFF AND DISCUSS THE FOLLOWING ITEMS - FINANCIAL STATEMENTS - Sales tax is up from this same time last year. CITY QUARTERLY INVESTMENT REPORT - The board was given a copy of the City's Quarterly Investment Report. TRAILS - Shoreline Trail - We are going to remove the Bermuda grass and replace it with buffalo grass. Austin Ranch Trail - Finished, but Keith has to confirm that expansion joints have been filled. Park Loop Trail - The funding process is almost complete. We hope to get funding for a section of the Park Loop Trail that will loop back to the south along the electric easement to the high school and extend east to Paige Rd., where it will continue south to the HWY 1211Plano Parkway intersection. The application deadline is 5: 06pm tomorrow. This grant is from federal stimulus money and the grant we are applying for is $1.5 - $2 million for the 5 additional miles, but we are not applying for funds for Memorial Dr. STEWART CREEK PARK MASTER PLAN - A task force meeting was held on Dec. 8`" with staff, the consultants, and residents, some of whom were on the original Stewart Creek Park Committee from 2 years ago. The consultants led the meeting. In their preliminary work, they explained that they divided the park into zones and briefly discussed elements relating to each zone. Discussion topics included programs, activities, reconfiguring the entrance and relocating the gatehouse, multiple uses of the park, keeping RV usage at the park, and should the changes made at the park be community oriented or should the focus be on making the park a tourist attraction. Keith and Pam will meet with the consultants to see their preliminary sketches and the consultant will be at the January CDC meeting to present their concepts. KIDS COLONY MASTER PLAN - Keith and Pam have met with a playground company. Possible features to be considered include a boat structure, tree house, splash pad, lighthouse, a town center in the middle of the park, apavilion which would be like an entry feature, and a BMX area was also added. TREE CITY USA - The work plan is being finalized. There are 71 trees that will be planted between now and Christmas -19 at Carr/Chapman Park, 1041 at Friendship Park, 13 at the Stewart Creek Park Trailhead parking lot, some at Ridgepointe Park and 5 will be planted on the north side at Five Star. The tree types being planted are red oak, burr oak, live oak, cedar elm, sweet gum, and eastern red cedar. We will qualms to be a Tree City USA next year. RISE ADVENTURES - This is a non-profit organization that works with individuals that have physical disabilities and they focus on water sports. They need a location for their events and they are considering using Stewart Creek Park. They have a big following and have done a lot of work in the city of Grapevine. This organization expects their volunteers to do community service, so they could help at some of our special events. VOLUNTEER WORK DAY - The volunteers did a great job at Stewart Creek Park and Bill Allen Memorial Park. A lot of junk was removed from the nature trail at Stewart Creek Park and the nature trail is almost covered with mulch. The volunteers at Bill Allen Memorial Park were disc golfers; they worked on the first 9 holes.
