MINUTES
CITY OF THE COLONY
PLANNING AND ZONING COMMISSION
NOVEMBER 10, 2009
After determining that a quorum was present, the Planning and Zoning Commission of the City of
The Colony, Texas convened into regular session which was held on Tuesday November 10, 2009
at 6:30 p.m. in the City Council Chambers located in City Hall, 6800 Main Street, The Colony,
Texas, at which time the following items were addressed:
Commissioners Present: Karen Hames; Deville Hubbard; Eddie McCormick; Debbie Morrison;
Helene Parker; David Terre; and Brian Wade.
Staff Present: David Dodd; Attorney, Wes Morrison; City Planner, Gordon Scruggs; Director of
Engineering, Tracey Sherman; Administrative Assistant, Greg Vick; Interim City Manager.
1.0 CALL REGULAR SESSION TO ORDER
Chairperson Hames called the meeting to order at 6:30 pm.
1.1 Citizen Input
No citizen input.
2.0 CONSENT AGENDA
2.1 Consider approval of the minutes of the October-1 3, 2009 Regular Session.
It was moved by Commissioner Terre to approve Item 2.1, seconded by Commissioner Wade and
unanimously carried (7-0).
2.2 Consider approval of the preliminary plat of Lot 1 Block A of The Old American Golf
Maintenance Facility Addition, being 0.861 acres out of the TD Lucket Survey, Abstract
No. 752, S Payton Survey, Abstract No. 1009, located at the southern portion of
Lebanon Road and at the southwestern corner of Lebanon Road and the future Bridge
Lane right-of-way intersection. (PP09-0001, Old American Golf Maintenance Facility)
Commissioner Wade asked staff if the Maintenance Facility building would be located right next to
Lebanon Road. Mr. Morrison stated the site plan would come forth possibly at the next meeting;
however, the actual Maintenance facility would not be located next to Lebanon road. Staff
recommended that the lot go all the way to Lebanon road.
It was moved by Commissioner Wade to approve Item 2.2, seconded by Commissioner Parker and
unanimously carried (7-0).

3.0 PUBLIC HEARINGS
3.1 Conduct a public hearing and consider approval of a final plat of Lot 12R Block A The
Water's Edge Addition being a replat of Lots 12 & 13, Block A The Waters Edge
Addition, being 0.979 acres out of the Richard G. Dunlap Survey Abstract No. 352
located in the extraterritorial jurisdiction of the City of The Colony. (RP09-0002,
Waters Edge Addition)
Mr. Morrison presented the staff report.
Commissioner Wade asked staff if the areas that are outside of the flood plain according to the lot
are they outside the 537 or outside the Zone X. Mr. Scruggs, Director of Engineering, stated the
FEMA flood a map typically goes out to the 500 year flood elevation. Staff required a survey of the
537 elevation in order for the City to know exactly where the 100 feet flood plain is located.
Commissioner McCormick made a motion to approve item 3.1, seconded by Commissioner
Morrison and unanimously carried (7-0).
4.0 ITEMS FOR INDIVIDUAL CONSIDERATION
4.1 Discuss and consider making a recommendation to City Council regarding a site plan
for Peters Colony Elementary School Addition Lot 1 Block A, being 10.482 acres
located at the northeastern intersection of Nash Drive and John Yates Drive. (SP09-
0008, Peters Colony Elementary)
Chairperson Hames recused herself and Vice Chairperson Wade presided-over the remainder of the
meeting.
Mr. Morrison presented the staff report.
Commissioner Hubbard asked if the roof would be made out of a 20 year shingle. The applicant,
Mr. Jonathan Aldis, stated no it would be a 30 year composition roof.
Commissioner Hubbard asked if the composition material would be less expensive. Mr. Aldis stated
the composition material was chosen because there is a lot of penetration with a metal roof.
Commissioner McCormick asked if the plaster being used would be installed per manufactured
specifications. Mr. Aldis stated yes.
Commissioner Parker asked how the construction would impact the traffic flow in the surrounding
area. Mr. Robert Howman, LISD Engineer, stated the construction would not impact traffic.
Construction traffic would mainly access the site from FM 423 by North Colony Blvd and John
Yates Drive.
Commissioner Parker asked if there would be some type of shielding to keep debris and dust from
the surrounding homes. Mr. Aldis stated there would be a 6ft chain link fence with black wind
screen material to shield the homes as well as a physical barrier to keep the kids safe. Mr. Morrison
also stated the Building Inspection Department would also make sure the area was maintained and
cleaned.

Commissioner McCormick asked what would be the substantial completion date. Mr. Aldis stated
Fall 2010.
Commissioner Wade asked staff on the landscape plan there is a 4ft chain link fence that is not
allowed in The Colony. Mr. Morrison stated the fence ordinance does recognize chain link as an
acceptable material. It is just not permitted in front yards. Mr. Aldis stated the fence would be
ornamental metal facing John Yates Blvd and Nash Street. The chain link fence would only be
located in the back.
Commissioner Morrison motioned to approve Item 4. 1, seconded by Commissioner Parker and
carried (6-0). Chairperson Hames abstained. Motion carries.
