PUBLIC HEARING TO RECEIVE INPUT REGARDING FUNDING FOR THE STEWART CREEK PARK MASTER PLAN DESIGN SERVICES AND FOR FUNDING FUTURE IMPROVEMENTS AT STEWART CREEK PARK - The public hearing was called to order at 7: 00 p. m. Pam informed the board that City Council approved the contract with Jacobs Engineering for under $30, 000. The public hearing was closed at 7:10 as there was no one present, except the board. 2. ACTION TO BE TAKEN AS A RESULT OF THE PUBLIC HEARING - No action was required. 3. CITIZEN'S INPUT - None. 4. APPROVAL OF MINUTES OF OCTOBER 8TH 2009- Motion to approve - Lawrence; second - Sanders; motion passes, all ayes. 5. RECEIVE UPDATE FROM STAFF AND DISCUSS THE FOLLOWING - STEWART CREEK PARK MASTER PLAN - A design meeting is scheduled for Dec. 8`" at 6:30 with a focus group; the group will include members from the original Stewart Creek Park committee from a couple of years ago, CDC Board members are welcome to attend, Keith, Pam and the consultant. The estimated completion date for the Master Plan is February, 2010. CDC MASTER PLAN - The changes have been sent to the consultant which includes maps of HOA parks and changes in some of the verbiage. The board was asked to return their Master Plan binders so the updated changes can be inserted. TRAILS - Austin Ranch Trail - We have a change order for the retaining wall for $80,000 - $85, 000; it did not need as much work as we anticipated. Shoreline Trail - The trail handled the recent rains very well. There are some areas of geoweb that is exposed that will have to be covered. There is an area by the driving range that is holding water though. Sod that was recently added has been very beneficial. There is a low area in the Ridgepointe area of the trail that is holding water that may require us to do a low water crossing. The contractor has done a good job of fixing things found during walk-through. We do have a stockpile of decomposed granite. This year on the Veterans Day event, the trail was used for a IOK run and we received great reviews from runners. The Shoreline Trail won the award for Excellence in Park Design from TRAPS - Texas Recreation and Park Society. A presentation will be made to City Council Tuesday night; the board was encouraged to attend. The Trail Ranger program was also nominated, but it did not win an award. We are going to apply for a Recovery Fund Grant from COG - Council of Governments. Paperwork has to be submitted by tomorrow. For this grant we have to submit a summary of the project. The grant is for completion of the Park Loop trail, a trail connection from Plano Parkway to Austin Ranch, and a connection to the transit station in Frisco. Allen reminded the board that he is a member of COG and offered his assistance with the grant. FINANCIAL STATEMENTS - The board reviewed the financial statements. Sales tax continues to increase, but we were a little short of meeting our goal for the year. VOLUNTEER DAY - Volunteer Day is this weekend, Saturday, 11114, 9:00 -1:00. We will have volunteers working at Bill Allen Memorial Park doing work to help with the expansion of the disc golf course, and there will be volunteers working on the nature trail at the north end of Stewart Creek Park. CHRISTMAS SPECTACULAR - Volunteers are needed from now until the event on Dec. 5`". The event takes place at Perryman Park and includes a baking contest, a kids craft station, Santa's workshop, and the light show. Canned food and non- perishable food will be collected for The Colony food banks.
