HomeMy WebLinkAboutResolution No. 09-086 CITY OF THE COLONY, TEXAS RESOLUTION NO. 09-OAa A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF A CONTRACT BY AND BETWEEN THE CITY OF THE COLONY AND DFW COMMUNICATIONS, INC. FOR THE RELOCATION AND REMOVAL OF RADIO EQUIPMENT AND TOWER LOCATED AT 5151 NORTH COLONY BOULEVARD, WHICH IS ATTACHED HERETO AND INCORPORATED HEREIN AS EXHIBIT "A"; AUTHORIZING THE CITY MANAGER TO EXECUTE THE CONTRACT; AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City and Consultant have entered into an agreement such that the Consultant is to provide the following services: RELOCATION AND REMOVAL OF RADIO EQUIPMENT AND TOWER LOCATED AT 5151 NORTH COLONY BOULEVARD; and WHEREAS, the City has determined that it is in the best interest of the City to enter into the Contract with DFW COMMUNICATIONS, INC., which is attached hereto and incorporated herein by reference as Exhibit "A," under the terms and conditions provided therein. WHEREAS, with this Contract the City of The Colony is agreeing to pay the sum not to exceed $49,025.39 for such work. THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS THAT: Section 1. The contract, which is attached and incorporated hereto as Exhibit "A", having been reviewed by the City Council of the City of The Colony, Texas, and found to be acceptable and in the best interest of the City and its citizens, be, and the same is hereby, in all things approved in the amount of $47,525.39 as the base amount, plus a $1,500.00 contingency amount for a total not to exceed $49,025.39, and the City Manager is hereby authorized to execute the Contract on behalf of the City of The Colony, Texas. Section 2. That this Resolution shall take effect immediately from and after its adoption and it is so resolved. The Colony Chris Plemons 10-28-2009 The Colony Police Department Chris, This document serves as DFW Communications Inc.'s response to the proposal request for relocation of the dispatch radio equipment required for the Colony Police and Court building renovation project. This project includes the removal of the 100' tower located at the east side of the building, the relocation of the console CEB and radio equipment to a new equipment room, the relocation of the Parks and Rec. repeater and the relocation of the FD VHF repeater. The project tasks will be performed as described below in conjunction with the renovation phases. DFW Communications Inc. Statement of Work Parks and Recreation Repeater Relocation to Chesapeake Water Tower Relocation of the Parks and Recreation repeater to Chesapeake Water tower will consist of the following: • Tower crew to install new DB224A dipole antenna onto tower support structure • Tower crew to install 7/8' coaxial cable from antenna location to repeater location and terminate • Tower crew to install 7/8' coaxial cable ground kit prior to entry into water tank. • Remove repeater from PD radio equipment room and transport to Chesapeake Water Tower. • Install repeater at customer specified location and ground to single point ground system. • Supply and install (1) lightning surge protection device (polyphaser) inside coaxial cable entrance to building and ground closest ground point. • Supply and install 1/2 superflex coaxial cable from lightning surge protection device to repeater and terminate. • Sweep antenna system prior to putting into service. • Check forward and reflected power. COMM lNIcAT,®Ns The Colony FD VHF Relocation to Chesapeake Water Tower Relocation of the FD VHF repeater to Chesapeake Water tower will consist of the following: • Receive (1) VHF base station. • Supply and interface (1) CPI TTP2 tone remote adaptor to base station. • Install base station and shelf in equipment room onto existing rack. • Supply and install (1) VHF Yagi antenna onto roof. • Supply and install (1) lightning surge protection device (polyphaser) inside coaxial cable entrance to building and ground. • Supply and install 1/4" superflex coaxial cable from antenna to polyphaser and terminate • Supply and install 1/4" superflex coaxial cable from lightning surge protection device to base station and terminate. • Remove console wire line control from the FD-VHF repeater and interface to base station tone remote adaptor. • Remove second weather alert encoder wire line control from the FD-VHF repeater and interface to base station. • Chesapeake WT • Tower crew to install new DB224A dipole antenna onto Chesapeake water tower support structure. • Tower crew to install 7/8' coaxial cable from antenna location to repeater location and terminate • Tower crew to install 7/8' coaxial cable ground kit prior to entry into water tank. • Remove the FD-VHF repeater from PD radio equipment room and transport to Chesapeake Water Tower. • Install repeater at customer specified location and ground to single point ground system. • Supply and install (1) lightning surge protection device (polyphaser) inside coaxial cable entrance to building and ground closest ground point. • Supply and install 1/2 superflex coaxial cable from lightning surge protection device to repeater and terminate. • Sweep antenna system prior to putting into service. • Check forward and reflected power. COMMUNICATIONS The Colony • Supply and install (2) antenna support structures (Parapet walls) onto roof close to tower location • Supply and install 10 antenna masts onto support structures. • Relocate 17 antennas from tower and install onto temporary masts utilizing existing coaxial cable runs. (3) 800 MHz Yagi antennas, (4) 800 omni antennas, (7) UHF Yagi antennas, (1) VHF Yagi antenna, (2) VHF omni antenna. • Tower crew to remove any remaining unused antennas an all coaxial cable feed lines from tower • Tower crew to remove 100' tower into 20' sections and stack at customer specified location on site. • Arrangements to remove tower section can be made but is not part of the proposal. Console CEB and Radio Equipment Room Relocation The physical relocation of the CEB and radio equipment will create down time of the console radio system. The down time will be kept to a minimum but may be as long as 2 to 4 hours during the relocation process. Temporary radios for PD and FD can be installed at (2) operator positions for temporary communications during the equipment relocation. Relocation of the radio room equipment and antenna systems will consist of the following: • Supply and install 10 antenna masts onto customer constructed antenna support structure. • Relocate existing ground buss bars to above the ceiling in existing radio room. ➢ Primary lightning protection will remain at the same location. (Within 2' of entry of building or exit of conduit into building. • Supply and install up to 50' of 3/8" heliax coaxial cable from each antenna location at to polyphaser location and terminate • Supply and install ground kit at each antenna location and terminate to antenna support structure. • Supply and install up to 75° of 3/8" superflex coaxial cable from polyphaser location to new radio equipment room and terminate. • Install distribution frame (punch block board) for radio console interface at new equipment room. • Install radio interface cables from distribution frame to radio rack location and terminate. • Install (3) OP cables from new CEB location to console locations. • Install (3) cat5 cables from new CEB location to console locations and terminate. Dispatch Radio Equipment Relocation ReA Price Proposal Dl' ►'Y DFW Communications Inc. cvnnw,csanvnA® The Colony • Remove CEB rack and (2) radio equipment racks and install at customer specified location in new equipment room • Connect preinstall RF, op cables and cat5 cables to CEB and radio equipment. • Ground equipment to R56 specs. • Perform checks on all relocated antenna systems. Verify operation and power checks. Labor Description Cost P&R Repeater Installation at Chesapeake Water Tower $ 7,852.86 FD VHF Repeater Installation at Chesapeake Water Tower $ 8,902.16 PD Tower Removal $ 9,423.23 Console CEB and Radio Equipment Room Relocation $ 21,347.14 System installation will be performed in accordance with Motorola R56 FNE Standards. All ground wire; stainless steel bolts, lugs, and other small grounding hardware will be supplied by DFW Communications. Installed equipment will be grounded to customer single point ground system within 50' of new equipment location DFW Communications to supply all miscellaneous install hardware such as nuts, bolts, etc. Any work that is required to complete this project not described in this statement of work will be considered above the scope of this proposal and subject to re-quotation.
