HomeMy WebLinkAbout08/22/96 Library Board MINUTES OF THE LIBRARY BOARD OF THE CITY OF THE COLONY AUGUST 22, 1996 A REGULAR SESSION of the Library Board of the City of The Colony Texas, was called to order by Chair Dorian Barton at 7:02 p.m. Present: Diana Kruzich Place 2 James Althaus Place 3 Dorian Barton Place 4 Jayme Skelton Place 5 Wayne Bullard Place 6 Elizabeth Vaughn Place 7 Joan Sveinsson Library Director Sandra Vondersaar Secretary Absent: Pat Riggs Place 1 1. Citizen's Input. None 2. Consideration of approval of minutes of the board meeting held March 23, 1995, April 13, 1995, April 27, 1995, June 22, 1995, and July 25, 1996. Minutes stand approved. 3. Reports: a. Community Assessment Committee: None However, Board Member Wayne Bullard took this opportunity to report on the Comprehensive Plan Steering Committee meeting. This committee is in the process of developing thoroughfare, land use assumption, impact fee, zoning, economic development, parks,and municipal facilities plans for the City. The decisions made will impact the location of Library services within The Colony. b. Library Assessment Committee: None c. Chairman's Report: None d. NTRLS System Representative's Report: Alternate System Representative James Althaus encouraged attendance at the Texas State Library and Archives Commission meeting in Austin, Texas, on Wednesday, August 28, 1996 at 4:00 p.m; the NTRLS audit is on the agenda. Fall 1996 NTRLS system meeting will be held in Mineral Wells, on Thursday, September 26th. e. New Technologies Committee Report: None f. Library Director's Report: 1. Director Sveinsson reported that 661 children signed up for the Summer Reading Club; 257 children completed the program. The enrollment is a 55.9% increase over last summer's enrollment. 2. Director Sveinsson met with the City's Fees Committee. The Committee agreed to change the lost/ruined fee for videos from $30 to $20, provided that the rest of the Council be afforded the opportunity for comment before implementation. Finance Director Tony Johnston will be sending that information to Council tomorrow. The remainder of the library fee schedule will be reviewed in the late fall 1996, after the national average costs are published and the Board has had the opportunity to review staff's recommendations. 3. Internet access on the Windows 3.11 workstation has been implemented; librarian staff now have access via three workstations. Staff has already begun conducting Internet searches to fill patron information requests, as well as internal needs. 4. The Friends of the Library Used Book Sale is scheduled for Saturday, September 7, 1996, 10 a.m. to 4 p.m. Board members are encouraged to assist with set up for the sale on Friday, September -- 6, beginning at 5 p.m. Anyone willing to assist during the sale on Saturday is asked to contact Friends President Lorraine Clark. 5. The proceeds of the Friends last Rummage Sale have been used to purchase an AV hanging rack for the Children's area. It has been installed and is an attractive addition to the area. This purchase addresses one of the enhancements requested for FY 1996- 97, for which city funding was not going to be available. 6. County funding will be continued for FY 1996-97, using the same formula of $1.20 per capita plus $10,000 matching funds. The Colony's allotment for FY 1996-97 will be $44,939. There are now 13 other public libraries serving Denton County residents, at which, via Denton County funding, The Colony's citizens have free borrowing privileges (Aubrey, Carrollton, Denton, Flower Mound, Frisco, Justin, Krum, Lake Cities, Lewisville, Pilot Point, Ponder, Roanoke, and Sanger). 7.
