RESOLUTION NO. 09-022
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF THE
COLONY, TEXAS, APPROVING THE IMPLEMENTATION OF
DONATION PROGRAMS TO PERMIT CITIZENS TO MAKE
DONATIONS TO THE CITY FOR PUBLIC PURPOSES BY SELECTING
THE APPROPRIATE OPTION(S) ON THE MONTHLY UTILITY BILLS;
PROVIDING FOR THE DESIGNATED USE OF THE DONATIONS; AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City desires to implement Donation Programs wherein citizens may
elect to donate to the City for public purposes by selecting the appropriate option(s) on their
monthly utility bills; and
WHEREAS, the citizens would have the option of committing to the donations until
revoked by notifying the City via opting out on the utility bills or notifying the City or not
making a donation at all; and
WHEREAS, all donations accepted by the City shall be used only for public purposes;
and
WHEREAS, after discussion and consideration, the City Council hereby approves the
implementation of the Donation Programs permitting citizens to make donations to the City for
public purposes by selecting the appropriate option(s) on the monthly utility bills.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF THE COLONY, TEXAS THAT:
Section 1. The City Council hereby approves the implementation of the Donation
Programs permitting citizens to make donations through its utility billing for water and
wastewater and solid waste disposal to the City for public purposes by selecting the appropriate
option(s) on the monthly utility bills as follows:
$1 Add-On Program: The customers can pay an extra $1 which acts as a donation to
be used for a designated public purpose.
Recycling Rebate Program: Customers are allowed to donate the recycling rebate to a
particular public purpose designated by the Council.
Section 2. The City Council hereby designates that the donations be used for social and
community services, public safety citizen programs, and beautification projects that may include
SH 121 landscaping, signage, gateway entry beautification and light pole painting, and that all
requests for such spending have to be approved by Council.

Section 3. This Resolution shall become effective immediately from and after its
passage, as the law and charter in such cases provides.
