CITY OF THE COLONY
PLANNING AND ZONING COMMISSION
MARCH 24, 2009
After determining that a quorum was present, the Planning and Zoning Commission of the City of
The Colony, Texas convened into regular session which was held on Tuesday March 24, 2009 at
6:30 p.m. in the City Council Chambers located in City Hall, 6800 Main Street, The Colony, Texas,
at which time the following items were addressed:
Commissioners Present: Karen Hames, Chairperson; Deville Hubbard, Eddie McCormick,
Helene Parker, David Terre, and Brian Wade.
Commissioners Absent: Debbie Morrison
Staff Present: Donna Bateman, Development Services Director; Wes Morrison, City Planner;
Kimberly Lafferty, City Attorney and Tracey Sherman, Administrative Assistant.
1.0 CALL REGULAR SESSION TO ORDER
1.1 Citizen Input
No citizen input received.
2.0 CONSENT AGENDA
2.1 Consider approval of the minutes from March 10, 2009 Regular Session.
It was moved by Commissioner Hubbard to approve the Consent Agenda, seconded by
Commissioner McCormick and unanimously carried (5-0).
Commissioner Wade joined the meeting at 6:35 PM.
3.0 PUBLIC HEARING
3.1 Conduct a public hearing, discuss, and consider making a recommendation to City
Council regarding an amendment to Planned Development 16 (PD-16) to allow a
temporary leasing trailer, security trailer and a permanent dog run as an accessory use
to be located north of SH 121, south of Memorial Drive, and west of Morning Star
Drive, specifically known as Tract D in PD 16. (Z09-0003, Evergreen PD Amendment)
Wes Morrison presented the report regarding an amendment to Planned Development 16.
Chairperson Hames opened the public hearing; Sandy Jacobs; representing the applicant Evergreen
and Churchill Residential spoke in favor of the request.
Chairperson Hames asked how the removal of the security and leasing trailers would affect the
landscaping. Mr. Morrison stated the landscaping permit has been approved and the trailers are
proposed on adjacent lots. The landscaping proposed would be utilized on the subject property to
ensure compliance with the previously approved landscape plan. The removal of the trailers will
have no affect on the landscaping.

Commissioner McCormick asked what materials would be used for the entrance of the trailers. Mr.
Morrison stated they must meet all of the ADA requirements
It was moved by Commissioner Terre to approve Item 3.1 as stated with the recommendations
made by Staff. It was seconded by Commissioner McCormick and unanimously carried (6-0).
Meeting adjourned at 6:45 PM.
