MINUTES
CITY OF THE COLONY
PLANNING AND ZONING COMMISSION
MARCH 10, 2009
After determining that a quorum was present, the Planning and Zoning Commission of the City of
The Colony, Texas convened into regular session which was held on Tuesday March 10, 2009 at
6:30 p.m. in the City Council Chambers located in City Hall, 6800 Main Street, The Colony,
Texas, at which time the following items were addressed:
Commissioners Present: Karen Hames; Chairperson; Deville Hubbard; Eddie McCormick;
Debbie Morrison; and Helene Parker David Terre; and Brian Wade.
Commissioners Absent: None
Staff Present: Donna Bateman; Development Services Director; Wes Morrison; City Planner; and
Tracey Sherman; Administrative Assistant.
1.0 CALL REGULAR SESSION TO ORDER
1.1 Citizen Input
No citizen input received.
2.0 CONSENT AGENDA
2.1 Consider approval of the minutes from February 10, 2009 Regular Session.
2.2 Consider approval of the minutes from February 24, 2009 Regular Session.
It was moved by Commissioner Terre to approve the Consent Agenda, seconded by
Commissioner Wade and unanimously carried (7-0).
3.0 PUBLIC HEARING
3.1 Conduct a public hearing, discuss, and consider making a recommendation to City
Council regarding an amendment to Planned Development 16 (PD-16) to allow a
temporary leasing trailer, security trailer and a permanent dog run as an accessory use
to be located north of SH 121, south of Memorial Drive, and west of Morning Star
Drive, specifically known as Tract D in PD 16. (Z09-0003, Evergreen PD
Amendment)
Wes Morrison asked the Commission to table Item 3.1 until March 24, 2009 to allow the
applicant time to address Staff's concerns.
Chairperson Hames opened the public hearing; no one was present to speak for or against
the request.
It was moved by Commissioner McCormick to table Item 3.1 until the March 24, 2009 meeting,
seconded by Commissioner Morrison and unanimously carried (7-0).

4.0 ITEMS FOR INDIVIDUAL CONSIDERATION
4.1 Receive a report from staff regarding the proposed landscape ordinance to be
incorporated in the final Development Code. (SI06-0021, Zoning Ordinance Re-write
Mr. Morrison presented the report regarding the proposed landscape ordinance to be incorporated
in the final Development Code. Landscaping and irrigation have been drafted in separate
ordinances due to the strict irrigation regulations.
Commissioner Wade requested staff to change the size requirement of the trees from 2.5 to 3.0
inches in caliper measured at DBH (diameter at breast height) at the time of planting. Ms.
Bateman asked the Commission to give thought to the enforcement side of this request.
Commissioner Hubbard stated a 3 inch tree would be very expensive, however Commissioner
Wade stated the landscapers would be more concerned with the care of the trees. The Commission
directed Staff to add the definition Of DBH (diameter at breast height) to the ordinance. After the
discussion the Commissioners directed Staff to leave the caliper of the trees at 2.5 but add shade
trees to the definition.
Commissioner McCormick asked if the size of the caliper changed within the Gateway Overlay
District. Mr. Morrison stated no.
Commissioner Parker asked if there was a height limitation for grass. Mr. Morrison stated it was -
12 inches as defined in Chapter 6 of the City's Code of Ordinance.
Commissioner Hubbard asked Mr. Morrison if he could provide a copy of the sustainability study
for landscaping. Mr. Morrison stated yes.
Chairperson Hames asked if there would be a way to re word the definition to include lot square
footage in the Landscape Installation Required for Single-Family Residential Uses. Mr. Morrison
stated he would work on the verbiage. The Commission directed Staff to change the definition to
one tree per every 3 thousand feet.
Mr. Morrison proposed that landscaping plans be drafted by landscape architects. The
Commission stated yes, as long as commercial use is defined. Ms. Bateman stated this would be
for new commercial construction including multi-family.
Commissioner McCormick asked if this was inclusive to hardscape. Mr. Morrison stated yes.
Commissioner Morrison asked if the buffer requirement was a result of past development cases.
Mr. Morrison stated no, buffers between residential and non-residential were common planning
practices.
Commissioner Hubbard asked Mr. Morrison to take a look at what landscaping the City of
Grapevine requires for parking lots. Mr. Morrison stated he would.
Commissioner Wade suggested 1 tree be planted every 40 linear feet instead of the every 50 feet
proposed for perimeter landscaping requirements.
