OF THE
CITY OF THE COLONY
JUNE 27, 1996
A REGULAR SESSION of the Library Board of the City of The Colony
Texas, was called to order by Vice-Chair Skelton at 7:02 p.m.

1. Citizen's Input.
None
2. Consideration of approval of minutes of the board meeting
held September 28, 1995, October 26, 1995 and May 16, 1996.
Minutes stand approved.
3. Discussion and consideration of a citizen's request to remove
from the Circulation Policy the identification requirement for
issuance of a Library card, specifically "a valid driver
license or an identification card issued by a driver's license
agency."
Director Sveinsson presented the results of a survey of the
policies regarding identification requirements of five nearby
libraries. After discussion, a motion was made by Vice-Chair
Skelton to deny the request and to retain the current policy.
The motion was seconded by Member Vaughn and passed
unanimously.
Chair Barton will send a letter, including the survey results,
to Mr. Bob Poynter, Sr., 5008 North Colony Blvd., The Colony,
Texas, informing him of the Board's decision.
4. Reports.
a. Community Assessment Committee: None
b. Library Assessment Committee: None
c. Chairman's Report: Chair Barton stated he is investigating
'p0tential properties in the City of The Colony for a
future Library facility. He will keep the Board informed --
of his progress.
d. NTRLS System Representative's Report: None
e. New Technologies Committee Report: None
f. Library Director's Report:
1. The vacant circulation clerk position has been filled;
the new clerk is Yolanda Putnam.
2. Director Sveinsson provided a brief overview of the
Library Department's proposed FY 1996-97 budget; the
budget retreat with Council is scheduled for June 29,
1996.
3. Director Sveinsson also provided a status report on
the Library's FY 1995-96 goals and objectives.
4. Denton County Commissioner Jacobs gave a presentation
to the Citizen's Budget Advisory Committee regarding
proposed development of County-wide communications and
improved public access to county records. One aspect
of this proposal is the placement of information
kiosks in public libraries. Director Sveinsson --
attended the presentation and has had subsequent
contact with Commissioner Jacobs and with Jim Wicker
III, the County's Computer Systems Administrator.
Director Sveinsson gave a brief summary of the kiosk
proposal and its possible impact. She will continue
her efforts to keep aware of the progress on these
proposals.
5. The format of the monthly report is being streamlined.
The information presented in the new format will
closely mirror the department's performance
indicators.
6. A local citizen, Dale Therio, is providing a Web site
for City of The Colony information
(http://www.thecolony.com). Director Sveinsson has
provided departmental information to him for the
Library's pages, as well as event calendar
information. Director Sveinsson provided a brief
overview of the information available on the site.
7. A request by the Assistant Director of Stepping Stones
Preschool and Day Care Center to issue a Library card
in the Center's name was received by Circulation
Supervisor Alice Collins. There is a concern
regarding responsibility if materials are not
returned. Staff will check with Court regarding
whether a complaint could be filed against an entity,
rather than an individual. If so, the question will
be placed on the July agenda.
Debbie Brightwell, Youth Services Librarian invited the Board to
participate in the July 4th parade. Those interested should be at
the Library Thursday, July 4th at 9:00 a.m.
The meeting adjourned at 8:30 p.m.
