THE COLONY COMMUNITY DEVELOPMENT CORPORATION
REGULAR SESSION
OCTOBER 9TH 2008

1. CITIZEN'S INPUT -
None.
2. APPROVAL OF MINUTES OF SEPTEMBER 11 TH 2008-
Motion to approve - Sanders; second - Leary; motion passes
3. CONSIDERATION OF RECOMMENDING APPROVAL TO CITY COUNCIL OF A RESOLUTION
SUPPORTING THE TEXAS RECREATION AND PARKS ACCOUNT AND THE TEXAS STATE
P ARK SYSTEM FUND -
The TRAPS Legislative Committee is requesting that all cities in the state pass these resolutions to support
the efforts the Legislative Committee is taking to ensure that the sporting goods tax is goingfor what it was
intended for - the Texas Parks & Wildlife grant account and to help fund the state parks system.
Motion to send to City Council and recommend that they support the resolution - Sanders; second - Sohn;
motion passes.
4. DISCUSSION OF WORKSESSION WITH CITY COUNCIL -
Pam informed the board that she gets goodfeedbackfrom City Council about the work the 4B Board is doing.
At this meeting with Council, the board should express the vision and direction you have for the future.
The board has a list of topics to discuss the City Council, but they are adding some items -
. Future Facilities - Rec. Center, North Colony Complex Park
. Add communication to the topic of Goals/Expectations
Don will take the lead at the meeting. The meeting is scheduledfor Oct. 2th at City Hall.
5. DISCUSSION OF TRAIL GROUND BREAKING AND TRAIL FINANCIALS -
The Groundbreaking ceremony will be on 10/21,6:00 p.m., at Stewart Creek Park. There will be
refreshments - trail mix. Pam will ask Diane Baxter to send information to the media and to the City's email
subscriber's list. This will be open to the public.
The City will do a reimbursement resolution so we can pay for the trail now, but the debt won't be issued until
next August. The City will pay with money from the general fund and get reimbursed when the debt is issued.
6. CONSIDERATION OF APPROVAL OF A TREE ORDINANCE -
More review is required to determine if the ordinance conflicts with the City's current code.
Motion to table - Sanders; second - Leary; motion passes.
7. UPDATE FROM DIRECTOR-
FINANCIAL STATEMENTS -
Sales tax is down; it's possible it is down because highway 121 is open and there is less traffic on the
service road.
DOG PARK-
Stephen wants the board to start thinking about a location to build a dog park. The Dog Park Committee
has decided they want to have it built at Bill Allen Memorial Park. Pam suggested the board may want to
have afeasibility study on multiple sites to determine which location would be best suitedfor a dog park.
CDC MASTER PLAN -
Pam and Keith recently met with the consultants. The board was given a copy of the results from the
questionnaires given at the public meetings andfrom the questionnaires sent in the water bills. They are
still compiling the information given in the open ended questions and individual comment section of the
questionnaires. Some of the results are - the hike/bike trails ranked # 1with people at the public meetings
and the water bill mailing, playgrounds, park restrooms, pavilions and maintaining natural habitat
scored in the top 10, beautifying the city scored high as did improving the city's image, and attracting
new business. They are planning to come to the work session with City Council to give an update.
HIDDEN COVE PARK-
The marina is being built; the primary dock is ready for decking. The marina should be complete by late
spring next year. They are renovating shelters - installing ceramic tile, bunk beds, heating/air
conditioning units, dinette sets, and patios. There is afinished model if anyone wants to go see it-
shelter #62. The next phase will be additional boat & RV dry storage and parking areas
City Council has terminated the contract with JT's. JT's ran their business at the parkfor 7 years.
HISTORIC BRIDGE -
The main section has been painted with urethane paint. The bridge will be moved to The Colony next
week or the following week. Bollards will be placed at each end and we will have to install safety railing
that a 4 inch ball could not pass through.
NORTH COLONY COMPLEX MASTER PLAN -
They are considering removing the drainage along North Colony so they could eliminate the need for a
retention area, but that will increase the cost.
CHRISTMAS SPECTACULAR-
Keith got the electrical plans today. We got a release from Oncor/TXU. Electrical boxes/outlets have to
be constructed. Jim Weathers will do a sketch of that and add it to the plans, but this was not in the
original plans. There might be additional cost to install the service if they have to install a transformer
or add a pole. City Council did approve some new elements and $20,000 from HOT Funds, which was
the preliminary estimate for the electrical work, but now the estimate could be $20,000 - $30,000 for the
electrical work.
UPCOMING SPECIAL EVENTS -
Family Fright Night - 10/25 @ Stewart Creek Park. Registration is full; there will be 350 people there
this year. This year we did early registration, but there is a waiting list.
Pirate Days -10/18 -10/19 at Stewart Creek Park/ Mayor's Ball 10/16 at The Tribute.
Senior Citizen's Craft Fair - 10/25 at the Community Center.
Veterans Day Celebration - 11/8 at Stewart Creek Park - 5K Run, Chili Cook-Off, Car Truck & Bike
Show, Fireworks, 7 Bridges - Eagles Tribute Band, Family Fun Zone.
