OF THE
CITY OF THE COLONY
March 18, 2008
A REGULAR SESSION of the Cultural Arts Board of the City of The Colony was called
to order by Vice-Chair Lux at 7:53 pm

1. Citizen Input
Donna Arnold of 4328 North Colony Blvd, Co-Publicity Chair for the Lakeside
Community Theater (LCT) expressed a desire to clarify and finalize the theater's
calendar with the Cultural Arts Board (CAB).
David Wallis of 4813 North Colony Blvd, Artistic Director for the LCT also had
concern for scheduling and for a definition and guideline for storage that can and
cannot be left in the Lakeside Arts Center (LAC).
Christi Martin of 5604 Longhorn St presented in more detail the Lakeside Arts
Foundation's "Peace Panel" project, asking for the CAB's support. She brought
scale models of the project to show as examples.
2. Minutes
Consideration of approval of the minutes of the Cultural Arts Board meeting held
February 26, 2008.
The minutes were approved with one correction.
3. Discussion and consideration of change of evening for the April meeting to April
22, 2008.

Chair Lux requested a change of meeting day. The motion passed unanimously.
4. Review of meeting with Dale Cheatham regarding the Lakeside Arts Center.
Chair Lux and Liaison Margolis informed the other CAB members about matters
discussed in a meeting with City Manager Dale Cheatham. Many outstanding
issues regarding the LAC were discussed and Mr. Cheatham's recommendations
will be strongly considered in any decisions the CAB makes regarding the facility
and its policies.
5. Update on members applying to CAB
Chair Lux informed the other members of CAB that she met with City Secretary
Christie Wilson and confirmed that there is a firm rule that states that all board
members must have lived in The Colony for at least six months.
6. Discussion and consideration of lease agreement and rate structure for fees and
deposits for the Lakeside Arts Center (LAC)
Based on Dale Cheatham's recommendations and the CAB's previous
discussions, the decision was made to establish the LAC as having no fee or
deposit requirements.
The LAC Use Policy was amended in several other ways, including:
. In item IIAl, "who is a resident of The City of The Colony" will
be deleted.
. In item VII, The title will be changed to "Facilities" and the body
will read, "Comply with posted rules".
. In item IX, the title will be changed to simply, "Sales" and the
phrase "Admission charges or" will be deleted from the body.
. In item XAl, the phrase "without approval of CAB" will be added.
. In item XI, the body will be changed to read, "All thermostat
settings will be left at 70 degrees Fahrenheit in colder months and
78 degrees Fahrenheit in warmer months when building is
unoccupied."
. In item XIID, the phrase "loss of deposit" will be deleted.
. Item XIII will be amended to read, "Youth or children's activities
must be supervised by no less than one adult per 10 children
(persons under 18)."
All changes were approved unanimously.
