1. CITIZEN'S INPUT _
None.
2. APPROVAL OF MINUTES OF FEBRUARY 14TH 2008
Motion to approve - Sanders; there was a question about the meeting location - the minutes indicate the
consensus of the board is to continue to have their meetings in the Parks & Rec. Administration conference
room. After the Feb. 14th meeting, a request came from a City Council member to move the meetings. The
minutes are correct. Motion to second - Munden; abstain - Leary; motion passes.
3. DISCUSSION AND CONSIDERATION OF FUNDING FOR THE SHORELINE TRAIL, INNER
CITY TRAIL, AND AUSTIN RANCH TRAIL-
Costs for storm water site repairs were separated in the shoreline trail cost estimate. The board needs to
decide if they want to assist the city and pay for some of the repairs. It was noted that last year there was
support from City Council that the city should pay for these repairs, but Allen indicated that since then
erosion problems have occurred with homes along the creek and because there are limited fimds to repair
those, Council may prefer that CDC fund the repairs.
Austin Ranch Trail- Plans went through Engineering today. Engineering made some suggestions about
some drainage issues which we can address. There is some money left in the Austin Ranch Park
Dedication Fee Fund that would be applied to this trail.
The base cost of the shoreline trail is $1,822.270 - Pam and Keith are recommending the board choose
alternate #1 - concrete for the trail in Stewart Creek Park, #3 - concrete for a parking lot at Ridgepointe
Park and #8 - $150,000 for steel bridges due to concerns about water damage to fiberglass structures.
They also want the board to consider alternate #5 - steel fence for the HOA. The board said if they provide
the fence, the HOA should be responsible for the landscaping around the fence, maintenance and repairs.
The board instructed Pam to check with the city attorney to see if 4B funds can be used to purchase the fence.
if CDC can install it on the homeowner's property and if it's not legal to do this, how do we get the 2ft
easement granted over to us so we can do it. There would also need to be an agreement in place between the
HOA and CDC regarding the maintenance.
The cost of the shoreline trail is $2,979,549 which includes a 5% contingency included and the 15% for the
contractor overhead and profit, design professional fees, amenities to be installed by staff storm water repair
fees and the fence for the HOA. If we do a bond, we will include the cost for the Austin Ranch Trail -
$545,619 and the Inner City Trail- $196,542. There is currently $784,912 set asidefor trails. There was
$250,000 set aside in the budget last year for contingency so that cash would be available ifwe wanted to use
it and we wouldn't have to go through the public hearing process. If the $250,000 is usedfor the trails, there
is still $755,000 remaining in the CDCfund balance.
There is $351,878 in the Austin Ranch Park Dedication Fund. There is $82,000 in the Stewart Creek Park
fund; a portion of that money was spent on the courtesy dock replacement. There is $65,000 available to
help pay for the trail in Stewart Creek Park. The utility fund will pay for the TCEQfine of $61,000 and the
$11,200. The amount we would need to finance is approximately $2.2 million after the available cash on
hand is applied, but that does not include the cost to issue the debt. Pam recommends paying this out over 20
years which would be $176,000/year.
The board decided they did not want to take any money from the Stewart Creek Park fund; they want to do a
Master Plan for the park.
Motion to approve the trail financial report and funding options but to not include the $65,000 from the
Stewart Creek Park fund - Lawrence; second - Beckel; motion passes.
4. UPDATE FROM DIRECTOR-
FINANCIAL STATEMENTS-
Sales tax continues to increase.
CDC MASTER PLAN -
Thefirst meeting there was approximately 40 people. There was good input given from the
people supporting the arts and others as well. The second meeting whichfocused on sports
and recreation, the attendance was very low; the only sport represented was girl's softball.
There were presentations from Dee Masonfor the Dog Park- they have a petition with 1,000
signatures in support for a dog park, Jeff Scroggins gave a presentation about Vintage
Baseball and the hope he has of getting a team established in The Colony, and Christi Martin
gave a presentation about the Kaleidoscape project. Halff Associates are hosting another
open house on Saturday, April 1 ih in the Rec. Center and the courtroom in the Police Dept.
They are also having a meeting on June 1 ih with city staff and other city boards.
VARIOUS SPECIAL EVENTS -
There were over 600 people at Movies in the Park last week. The next Movies in the Park

Arbor Day is April 25th and we're having a ceremony at Stewart Creek Park. The 5th grade
class from Ethridge Elementary will be there, representatives from Fannin Tree Farm and
the Texas Forest Service will be there also. Fannin Tree Farm is offering special pricing
to The Colony residents if they want to purchase any trees from them.
Kids Chase by the Lake is April 26th at Stewart Creek Park. Following this event we are
having a nature trail clean-up in the area behind the restrooms. A lot of people have been
dumping their brush there. We will have a chipper there and need volunteers. This will
take place from 10:00 - 2:00.
There being no further business to discuss, the meeting was adjourned at 9:30 p.m.
