1. MEETING WITH HALFF ASSOCIATES TO GATHER INFORMATION FROM THE PUBLIC
RELATING TO BEAUTIFICATION, ARTS, CIVIC, CULTURAL, HISTORICAL AND OTHER
TOPICS IN RELATION TO THE DEVELOPMENT OF THE CDC MASTER PLAN _
Christi Martin presented the Kaleidoscape project on behalf of the Lakeside Arts Foundation (LAF). The
Kaleidoscape is 2 panes of 1/2" laminated clear glass with spacers, mounted with a steelframe and set in
stone. Colored glass is dropped between the clear panes; after the glass panes are filled with the colored
glass, the frame is sealed and set in the stone base. The original design is by local artist Denise Feeney.
These can be set in city parks, at entrances to the city, in front of city facilities, and can be used in cmyunction
with other beautification projects. LAF wants to partner with CDC to make this project a reality. LAF will
provide the design and construction of each Kaleidoscape, the maintenance would be shared between the
city and LAF, the city would assist with the placement, base materials, lighting and landscaping, and this
project does qualify for 4B and Hotel/Motel tax money. There was concern about how wind would affect the
kaleidoscapes - Christi said studies would have to be done to find out.
Keith introduced the consultants hired to develop the Master Plan. They have been given copies of the Trail
Plan, Landscape Plan and the City's Comprehensive Plan so they can incorporate them into the CDC Master
Plan. Prior to this meeting, a questionnaire was mailed to various groups and organizations in The Colony;
completed questionnaires were given to the consultant.
Representatives from Half/Associates explained the process they will use to develop the Master Plan. The
process will include identifying new needs, identifying citizen interests, reviewing existing facilities, gathering
input through meetings with citizens, using information from completed questionnaires, they will do a needs
assessment based on standards, demands, and resources, and then a plan will be developed They stressed
the need and desire for public input and encouraged everyone present to voice their ideas and to also
complete the questionnaire.

There being no further business to discuss, the meeting was adjourned at 9:30 p.m.
