MINUTES
THE COLONY COMMUNITY DEVELOPMENT CORPORATION
REGULAR SESSION
FEBRUARY 14TH 2008

1. CITIZEN'S INPUT -
A representative from the Girls Softball Association was present, but decided not to discuss any issues at this
time. She said she would wait to discuss the organization's needs when she was better prepared Pam told
her that emails were being circulated that CDC was ignoring the organization's needs and Pam told her that
was not true.
2. APPROVAL OF MINUTES OF JANUARY 10TH 2008-
Motion to approve - Sanders; second - Short; motion passes.
3. RECEIVE PRESENTATION FROM HALFF ASSOCIATES REGARDING THE CDC
MASTER PLAN -
Their plan is to look at what is successful in the city and build on it, identify new needs to give the city
potential to grow and an opportunity to enhance existingfacilities. They will conduct public meetings to
gather input from residents. They will meet with city staff, City Council and other city boards to get input
from them also.
Half! has prepared a survey and Keith has already sent it to various groups in the city. There was much
discussion trying to determine the best time for Half! to meet with the various organizations. They are
planning an open house on a weekend to gather input from the public or to possibly incorporate the open
house at an upcoming city event.
There was discussion about having single meetings with various groups in order to get more input from the
groups as opposed to having one meeting with all the groups together at the same time. There was concern
that not enough input would be received if one meeting was plannedfor all the groups to attend together, but
some think that it's better to get the groups together for one meeting so each group can hear what the other
groups needs are and each will have the opportunity to give feedback. Half!will compile the information
received from all the meetings and make a presentation to the board
4. DISCUSSION AND CONSIDERATION OF DATES AND LOCATIONS FOR PUBLIC
HEARINGS FOR THE CDC MASTER PLAN -
The consensus of the board is to keep the monthly meetings in the conference room at the Parks & Rec.
Administration office and use the Community Center or the courtroom in the Police Dept. for public meetings
or meetings that we anticipate a lot of people attending.
5. REVIEW AND DISCUSS UPDATES TO THE CDC STRATEGIC PLAN -
This item was tabled Pam instructed the board to review the plan thoroughly so it can be discussed in detail
at the March meeting.
6. UPDATE FROM DIRECTOR-
FINANCIAL STATEMENTS-
The board reviewed the statements.
SHORELINE TRAIL -
The budget has grown. We now have 4 bridges. Some of the items in the budget can be done in-house or as a
project for Eagle Scouts. DRC has received the plan and we're waiting on the Corp's comments.
SCULPTURES-
The statues have arrived and are being stored at Five Star. We met with the Cultural Arts Board to decide
where the statures will be placed at Five Star. We're trying to make the statues as vandal-proof as possible.
If we get them in place, we would like to unveil them at the Easter Egg Hunt.
LAF (Lakeside Arts Foundation) has contacted Don and Pam - they want to partner with CDC to do some
other public art type projects. There is currently a project being developed using colored glass.
HIDDEN COVE PARK-
Pam received a verbal confirmation from the Corp that they have signed the FONZI but she hasn't received it
in the mail yet. Marine Quest has sent Pam the agreement from the lender who is financing the marina; this
will go to Council in March. The Corp is reviewing the construction plans.
TREE CITY USA - ARBOR DAY CEREMONY -
Fannin Tree Farms has been given a list of trees to be planted at Stewart Creek Park. Buck has planted trees
at Five Star, on Memorial, and the Aquatic Park. Keith is working on a Tree Care Ordinance. There is an
Arbor Day Ceremony scheduled for April 25th at Stewart Creek Park. A representative from the Texas Forest
Service will be there. One of the science classes from Ethridge Elementary will be there.
SPECIAL EVENTS -
DADDYillAUGHTERDANCE-
A second dance had to be added Each dance sold out; there were 55 couples at each dance. The event
was a huge success.
T AAF REGIONAL GIRLS BASKETBALL TOURNAMENT -
We are hosting the TAAF Regional State Youth Girls Basketball Tournament on March rt & 2nd_
volunteers are needed
SPRING EGGSTRA V AGANZA-
The Easter Egg Hunt is Thursday, March 13 at Five Star.
There being no further business to discuss, the meeting was adjourned at 9:30 p.m.
