MINUTES
CITY OF THE COLONY
PLANNING AND ZONING COMMISSION
FEBRUARY 12, 2008
After determining that a quorum was present, the Planning and Zoning Commission of the City
of The Colony, Texas convened into regular session which was held on Tuesday, February 12,
2008 at 6:30 p.m. in the City Council Chambers located in City Hall, 6800 Main Street, The
Colony, Texas, at which time the following items were addressed:
Board Members Present: Karen Hames, Chairman; Fernando Villarreal, Vice-Chairman;
Mike Barrett; Deville Hubbard; Marlene Milsak; Debbie Morrison; and Brian Wade.
Present from staff: Donna Bateman, Development Services Director; Wes Morrison, City
Planner; Gordon Scruggs, Engineering Director; and Jennifer White, Administrative
Assistant.
11.0 1 CALL REGULAR SESSION TO ORDER
Chairman Hames Called the meeting to order at 6:30 pm.
11.1 I Citizen Input
No citizen input received.
2.0 CONSENT AGENDA
2.1 Consider approval of the preliminary plat of Lots 6-11, Block B, of the Parks of Austin
Ranch Addition. The 43.88 acre tract is located in the John B. Martin Survey, Abstract
827, and further described as being south of Wind haven Parkway and east of
Saintsbury Drive East in the Planned Development 12 (PDI2) zoning district. (PP06-
0017, Parks of Austin Ranch)
2.2 Consider approval of the final plat of Lots 6-11, Block B, of the Parks of Austin Ranch
Addition. The 43.88 acre tract is located in the John B. Martin Survey, Abstract 827,
and further described as being south of Windhaven Parkway and east of Saints bury
Drive East in the Planned Development 12 (PDI2) zoning district. (FP06-0014, Parks
of Austin Ranch)
Commissioner Wade moved to approve items 2.1 and 2.2. Seconded by Commissioner
Barrett. Motion unanimously carried (7-0).
3.0 ITEM FOR INDIVIDUAL CONSIDERATION
3.1 Discuss and consider making a recommendation to City Council regarding a site plan
for a 43.88 acre site known as Phase V of Austin Ranch. The proposed site includes
535 dwelling units, 9,000 square feet of restaurant uses, 13,631 square feet of retail
uses, a four story parking garage, and a park. The property is located south of
Windhaven Parkway, east of Saintsbury Drive East. (SP06-0015, Parks of Austin

Wes Morrison presented the staff report.
Commissioner Barrett asked staff if the Fire Department has a vehicle that will make the low
clearance into the parking garage. Ms. Bateman answered the Fire Department did not have any
concerns with the parking garage.
Chairman Hames asked what type of building material was stuccostone. Lucilo Pena, Architect
for Austin Ranch Phase V, 1717 Arts Plaza #2311, Dallas, TX 75201, stated it is a typo on the
plans and it should read building material stucco and stone.
Commissioner Wade moved to approve item 3.1. Seconded by Commissioner Milsak.
Motion unanimously carried (7-0).
4.0 PUBLIC HEARING
4.1 Conduct a public hearing, discuss and consider approval of the final plat of Lots 1 R-l
and lR-2, Block 1, of Pizza Inn Corporation Addition being a Replat of Lot 1, Block 1
of Pizza Inn Corporation Addition. The 10.917 acre tract is located south of PIano
Parkway, approximately 1,000 feet east of Tittle Drive. (RP07-0001, Pizza Inn
Corvo ration Addition)
Wes Morrison presented the staff report.
Commissioner Wade asked staff what the reason was for the separation of the lot. Mr. Morrison
stated he was informed by the applicant it is so the warehouse area could be sold off.
Commissioner Wade moved to approve item 4.1. Seconded by Commissioner Barrett.
Motion unanimously carried (7-0).
5.0 DIRECTOR'S REPORT
5.1 Upcoming Proiects List
Ms. Bateman presented the directors report.
Ms. Bateman stated Candlewood Suites and a couple of annexations will be presented to the
commission at the next serveral meetings. Ms. Bateman informed the commission and the public
of our new program called E TrakIt, which would be added to the City's Website.
Chairman Hames adjourned the meeting at 6:50 pm.
