Description: Tributary 1 of Stewart Creek flows generally northwestward from Frisco, beneath the Union Pacific Railroad, through Bill Allen Memorial Park and eventually to Lake Lewisville. The City has experienced erosion problems along the creek within the park. The purpose of this study is to collect data on the erosion problem, update hydrologic and hydraulic models, assess channel erosion, formulate alternatives, and prepare estimates of probable cost. I. Data Col\ection A. Meet with City to confirm objectives. Study reach for Stewart Creek Trib 1 will be from Frisco city limit to Frisco city limit through Bill Allen Memorial Park. Total stream distance is approximately 5,600 linear feet. B. Obtain pertinent data from City including: topographic mapping and orthophotography; drainage/erosion complaint files (if applicable); studies and computer models by others (including LOMRlCLOMR applications); utility locator maps and record utility and development plans; property information (appraisal district maps, record plats and dedicated land for wetland mitigation), record plans of existing bridge crossings, etc. C. Conduct field reconnaissance to identify, map, and photograph the following: existing and potential erosion sites; channel roughness coefficients; existing structures; confluences with smaller tributaries; etc. D. Field survey five (5) channel cross sections based on existing Stewart Creek Trib 1 hydraulic model cross sections (confirm locations with City staff) and City topographic data. E. Field survey bridge/culvert crossings 1. At crossings where record plans are not available, field surveys shall be performed to identify all applicable data for bridge/culvert input into HEC- RAS 2. At crossings where record plans are available, field surveys shall be performed to confirm upstream and downstream flowlines, box culvert/bridge opening depths, and top of road elevation Erosion Study for Stewart Creek Tributary 1 Page A-I ofA-4 F. Prepare base map l. Merge topographic and orthophotographic mapping 2. Map erosion sites 3. Overlay existing floodplain information II. Hydrology A. Delineate Stewart Creek Tributary 1 drainage area and sub-basins B. Develop existing conditions HEC-HMS model parameters and routing data C. Execute existing conditions HEC-HMS model for the 1-,2-,5-,10-,25-,50-, and 1 DO-year frequency events. D. Compare existing conditions HEC-HMS model discharges to FEMA current effective hydrology. E. Develop Fully-Developed (Ultimate) Conditions HEC-HMS model parameters and routing data based on Future Landuse Planning Maps and City of Frisco, City of Piano, and The Colony data. F. Execute fully-developed conditions HEC-HMS model for the 1-,2-,5-,10-,25- ,50-, and 1 DO-year frequency events. III. Hydraulics A. Obtain existing current effective hydraulic model B. Convert current effective hydraulic models to HEC-RAS format (for purposes of this study only) C. Update hydraulic model based on field surveys. Incorporate new survey/topographic data. D. Execute existing flood profiles with updated hydraulic data and discharges developed in Task II. E. Meet with City to present results IV. Channel Stability Assessment A. Hydraulics 1.
