HomeMy WebLinkAbout11/27/07 P&Z MINUTES CITY OF THE COLONY PLANNING AND ZONING COMMISSION NOVEMBER 27,2007 After determining that a quorum was present, the Planning and Zoning Commission of the City of The Colony, Texas convened into regular session which was held on Tuesday, November 27, 2007 at 6:30 p.m. in the City Council Chambers located in City Hall, 6800 Main Street, The Colony, Texas, at which time the following items were addressed: Board Members Present: Brian Wade, Chairman; Deville Hubbard, Vice-Chairman; Mike Barrett; Karen Hames; Deville Hubbard; Marlene Milsak; and Fernando Villarreal. Board Member Absent: Debbie Morrison. Present from Staff: Donna Bateman, Development Services Director; David Dodd, City Attorney; Gordon Scruggs, Director of Engineering; Wes Morrison, City Planner; and Jennifer White, Administrative Assistant. 11.0 I CALL REGULAR SESSION TO ORDER Chairman Wade called the meeting to order at 6:30 pm. 11.1 I Citizen Input No citizen input was received. 2.0 2.1 CONSENT AGENDA Consider a roval of the minutes of the November 13,2007 Re ular Session. Commissioner Hames moved to approve item 2.1. Seconded by Commissioner Milsak. Motion unanimously carried (6-0). 2.2 Consider approval ofthe final plat for Lots 1-18, Block F; Lots 1-16, Block G; Lots 1-43, Block H; Lots 1-64, Block J; Lots 1-14, Block K; and Lot 1, Block L of The Cascades at the Legends Phase 2, being 20.945 acres out of the R.P. Hardin Survey, Abstract No. 611 and the William Bridges Survey, Abstract No. 112. The property is located south of Memorial Drive and east of Fallwater Trail. The property is located in the Planned Development 16 (PD-16) zoning district and 145 single family lots and 10 common area lots are ro osed. (FP07-0013, The Cascades at The Le ends, Phase 2) Commissioner Villarreal asked staff what the zoning was to the east of this development across the railroad tracks in the Frisco city limits. Wes Morrison answered he did not know what the zoning is in the City of Frisco. Commissioner Villarreal asked about the width of the lots on the plat and they seemed narrow. Mr. Morrison answered the lot widths did not change as to what has already been constructed. Commissioner Villarreal moved to approve item 2.2. Seconded by Chairman Wade. Motion unanimously carried (6-0). Planning and Zoning Commission November 27,2007 Page 2 of3 3.0 PUBLIC HEARINGS 3.1 Conduct a public hearing, discuss and consider approval of the final plat for Lots 1-7 & Lot lA, Block B; Lots 1-4, Block C; Lots 16-22 & Lots 3A-4A, Block D; Lots 1-20 & Lot lA, Block E; Lots 1-14, Block F; Lots 1-9, Block G; Lots lA-7A, Block H of Balmerino at Tribute Phase 1 being a replat of Balmerino At Tribute, Phase 1. The subject property consists of 28.1048 acres located south of Lebanon Road at Balmerino Lane. The property is located in the Planned Development 18 (PD-18) zoning district and 61 single family lots and 10 common area lots are proposed. (RP07-0002, Balmerino at Tribute Phase 1) Wes Morrison presented the staff report. Joe Riccardi with Kimberly Horn, 12700 Park Central, Dallas, TX 75251, represented the applicant and stated he would answer any questions. Commissioner Barrett asked staff about parking along Haywick Street. Mr. Morrison stated the Fire Marshal measured the street width and accepted them. Anything that is less than 26 feet will need signs or curbs painted showing no parking in those areas. Mark Edgren with WynnJackson, 600 N Pearl Suite 650, Dallas, TX 75201, explained they will be placing signs on the streets and some curbs will be painted. Commissioner Barrett stated he preferred the curbs to be painted due to people not paying attention to the signs. Donna Bateman explained staff and the Fire Marshal met several times with the developer and came up with options. Commissioner Barrett asked if the city has multiple problems can with vehicle parking could it require the development to paint the curbs. Mr. Edgren explained they will correct any problems that may arise. Commissioner Villarreal asked if the main purpose for the public hearing was for the guard houses. Mr. Morrison answered the purpose for this public hearing is to add three (3) medians which were not on the previous plat. Commissioner Hubbard moved to approve item 3.1. Seconded by Commissioner Barrett. Motion unanimously carried (6-0). 3.2 Conduct a public hearing, discuss and consider making a recommendation to the City Council regarding an amendment to the Planned Development 18 as it relates to lot layout and density. The property is located south of Lebanon Road in the proposed Tullamore Meadows Village of The Tribute. (207-0005, Tribute PD Amendment) Wes Morrison presented the staff report. Commissioner Villarreal asked why the turn around on the estate lot is lower than the one hundred (100) year flood plain. Gordon Scruggs stated the Corp of Engineers allow the road but will not allow the road to be raised due to a flowage easement. Mr. Edgren explained there are no plans for the estate lot as of yet. Commissioner Villarreal moved to approve item 3.2. Seconded by Commissioner Hubbard. Motion unanimously carried (6-0). 4.0 DIRECTOR'S REPORT 4.1 Council Report 4.2 Upcoming Projects List Donna Bateman presented the director's report.
