REGULAR SESSION

A REGULAR SESSION of The Parks & Recreation Board of the City of The Colony, TX., that
was scheduled for Wednesday, Oct. 24`', at 7:00 p.m. was not held due to no quorum present.
Members in attendance were:

John Sanders - Member
Members Absent: Jim Briggs - Vice Chairman (Arrived late - 7:21p.m.)

A REGULAR SESSION of The Parks & Recreation Board of the City of The Colony, TX., that
was scheduled for Wednesday, Nov. 28`h, at 7:00 p.m. was not held due to no quorum present.

MINUTES OF THE PARKS & RECREATION BOARD
OF THE CITY OF THE COLONY
HELD ON DECEMBER 5TH, 2001
A SPECIAL SESSION of The Parks & Recreation Board of The City of The Colony, TX., was called to order at
7:00 p.m. with the following board members present:
Susan King - Chairperson
Lisa Leary - Member
Jim Briggs - Vice Chairman
Rich Lewis -Member
and with members Sanders absent, excused, and member Henderson absent, unexcused, a quorum was
established. Also in attendance was Pam Nelson, Director of Park & Recreation, Sam Fitzgerald, Asst.
Parks & Recreation Director and Freida Henderson, Lake Parks Manager.
1. CITIZEN'S INPUT -
None.
2. APPROVAL OF MINUTES OF AUGUST 22ND 2001-
Rich made a motion to approve the minutes of August 22, 2001. Jim seconded the motion.
Motion carried.
3. UPDATE FROM DESIGN COMMITTEE -
Sam showed the board an aerial view of phase one of Five Star that includes the hikelbike trail, 2 parking
lots, 2 football fields, 5 of the baseball fields, 6 soccer fields, and the maintenance building. The
demand for inline hockey has diminished and we've starting getting a lot of requests for free style skating.
The city is sharing in some of the infrastructure costs. The city is also going to absorb the cost of the
ongoing maintenance and personnel for the facility. We have received approval to hire an athletic
coordinator and a maintenance crew assigned to the complex. We are going out for construction bids on
Dec. 13'h and Dec. 20'h. There is a pre-bid meeting on Dec. 21" at City Hall; bids will be opened on Jan.
8'', 2002 and we hope to move dirt at the beginning of February.
4. REVIEW AND CONSIDERATION OF NEW FEE STRUCTURE FOR STEWART CREEK
PARK AND HIDDEN COVE PARK -
Freida said in 1996 the cost for using the dining hall was increased from $110 to $140 and it continues to
be rented out every weekend. Camping has increased every year. We want to increase the fees because
of the cost involved to keep the parks looking good enough or better, so people keep coming to the park.
Freida said the fees have been $5 since The Colony has taken over the parks. Some Corp parks charge
per car and also charge $1 for the driver and some charge for the car and per person. HCP is the only
park with screened-in shelters on the lake. The $5 day pass fee will remain. We want to increase the
annual fees for permits to SCP and HCP. We are in the process of building a storage area at HCP with 28
spaces available to store boats or trailers, and if people pay for one year of storage, they will get an annual
permit for free.
Rich made a motion to approve the new fee structure for Stewart Creek Park and Hidden Cove Park. Jim
seconded the motion. Motion carried.
DIRECTOR / ASST. DIRECTOR UPDATE -
Skateparks - The 4B Board is having a Public Hearing regarding skateparks. The location being
considered is behind the Rec. Center. It is recommended that when a skatepark is built, it be built close to
a supervised facility. The size of the concrete will be 70 x 90, about the size of a single tennis court. Sam
said he and Pam have toured some other facilities. The price range anticipated is $75,000 - $100,000.
There will be signs posted requiring proper equipment be worn and the signs will also have warnings
about the risks involved if using the facility.
Roof Repairs - Repairs are complete on 95% of the Rec. Center. The Police Dept. is about 80%
complete, and work at fire station #2 and Public Works is in progress.
6 ITEMS OF CONCERN TO THE BOARD -
The road at Stewart Creek Park, just past the park host, has a lot of potholes. Pam said this comes from
the weather conditions and the heavier vehicles and work trucks during recent work to the water lines at
the park.
With no further business to discuss, the meeting was adjourned at 8:15 p.m.
