THE PARKS & RECREATION BOARD
REGULAR SESSION
AUGUST 22ND, 2001
A REGULAR SESSION of The Parks & Recreation Board of The City of The Colony, TX., was
called to order at 7:10 p.m. with the following board members present:
Susan King - Chairperson
Jim Briggs - Vice Chairman
John Sanders - Member
Rich Lewis - Member
and with member Henderson absent, thus a quorum was established. Also in attendance was Pam
Nelson, Director of Parks & Recreation and Sam Fitzgerald, Asst. Director of Parks & Recreation.
1. CITIZEN'S INPUT -
None.
2. APPROVAL OF MINUTES OF MAY 23RD, 2001 -
John made a motion to approve the minutes of May 23rd, 2001. Rich seconded the motion.

3. REVIEW AND CONSIDERATION OF REQUEST TO WAIVE USAGE FEE FOR
THE USE OF THE ADULT SOFTBALL FIELDS BY HOLY CROSS CATHOLIC
CHURCH-
The church is having a softball tournament as part of their 20"' anniversary celebration
October 13'h & 14"'. They are requesting permission to use the adult softball fields at BB
Owen and having the usage fee waived. This is a fundraiser for the church. They hope to use
volunteer umpires and they will have a concession stand set up also. Different church and
youth groups will be participating and will not be charged an entry-fee if the usage fee is
waived for the church. However, there is the possibility of charging a small fee if they are
unable to get volunteer umpires.
John made a motion to waive the usage fee for the use of the adult softball fields by Holy
Cross Catholic church. Jim seconded the motion.

4. UPDATE FROM DESIGN COMMITTEE -
The board was shown an example of a pavilion that was designed for the park. It will be 65 ft.
across. There will be 3 pavilions throughout the facility. We will try to get corporate
sponsors for the pavilions. There will be tables and benches in each pavilion. If the sports
associations have sponsors, we can get their names on small banners, or flags, and hang them
from the pavilions.
The concession buildings will be done in native Texas stone. The baseball floor plan will
have room for an ice machine, refrigerator, storage, drink coolers and dispensers. PVC pipe
will be installed under the building.
In the football and soccer concession building, they will need room to keep the fertigation
system pump that will need a loft. x 13ft. area. This system allows fertilizer to be applied to
the fields everytime they are watered. The building will have a room for the umpires; the
building will not be air-conditioned but a window unit may be installed for air conditioning
and heating. There will be ceiling fans in the building and they will be well ventilated.
Football will do their concessions in addition to handling the fall soccer season concessions.
Soccer will operate the concession stand in the spring during their season. There will be a
covered announcer's stand at the football fields. It will be elevated and ADA compliant.
In the baseball area, there will be a walkway between the fields. There will be a playground
area, shade structure, terraced seating large enough for benches or lawn chairs, and an awning
over the spectator seating.
There may be some benches along the hike / bike trail. The playground areas may be covered,
there is still discussion regarding that.
Examples of entry features were also shown. The stonework on the entry features will also
match the stonework on the concession/restroom buildings.
All the sports organizations realize that all the fields may not be built in the first phase but
they know they will continue to have access to their existing fields. The designs should be
completed within the next month. Then construction documents will be prepared, we will go
out for bids in November and award the bid in January.
5. UPDATE FROM DIRECTOR / ASST. DIRECTOR -
The 4B Board has had 3 different groups of kids, ages 8 - 15, approach them about building a
skatepark in The Colony. Right now, kids use sidewalks and parking lots of businesses or
they use school parking lots. The closest one is Eisenberg's in Plano. Sam is currently
researching locations to build a park and the cost. One location being considered is an area
close to the Rec. Center building. Also being researched is the liability issue. It will be
important to have proper signage posted and always display a good faith effort to keep the
skatepark properly maintained. The board agrees the interest for skateparks is growing, but
they wander if this is just the current craze.
JNC currently owns the property the cemetery is on off of Morningstar but the property has
been conveyed to the city. The cemetery was established in 1855 and is extremely overgrown.
A cleanup will take place and we want to try and solicit groups to maintain it. It does have
historical status and is now more visible and accessible. Pam would like the board to be a part
of the cleanup effort. It will be locked and a key will be kept at the Rec. Center and have to be
check out to get in.
