J~ lf~ Patti I1iGk5, City Secretary Sa '1 eLt. b {'/7a rJC~1 lJ cfJuly MINUTES OF THE PARKS & RECREATION BOARD OF THE CITY OF THE COLONY HELD ON OCTOBER 16, 1994 A JOINT WORK SESSION of the Parks & Recreation Board and City Council of The City of The Colony, TX., was called to order at 1:20 p.m. with the following members present: Charles Christian Jaicie Kirkpatrick Susan King Donna Baggett Kathy Phillips Mike Lynch Kay Hardin Chairman, Parks & Rec. Bd. Parks & Rec. Bd. Member Parks & Rec. Bd. Member Parks & Rec. Bd. Member Parks & Rec. Bd. Member Council Member Council Member and with Parks & Rec. Board Member Deslatte absent, and Council Members Pollard, Burchard, Dillard, Tate, and Mayor Manning absenti however a quorum was established. Also in attendance was Pam Nelson, Parks & Recreation Director, and Johnny Smith, City Manager. 1. REVIEW OF STEWART CREEK PARK PEBIBSULA. City Manager, Johnny Smith, stated there is approximately $60,000 in the Stewart Creek Park fund and urged Board members to earmark about $5,000 of that monies to give a face lift to the park and another $10,000 for utilities. Mr. Smith also stated there was a possibility of matching funds by the State which he would check on through COG and Parks & Wildlife. After general discussion, Members toured the park to look for areas for possible location of new bathrooms. The Board looked at two different areas, one to clear out some of the woods on the north side of the road just past the first security light pole with the yellow guide wire and tee off of developer'S water, and at the area just past the second light pole, northeast of the dump station and tap off of the transformer on the pole. The Board decided on the second area as the most central location for new bathrooms. After finishing a tour of the park, the Board agreed to work on priorities, with Ms. Nelson suggesting that out of the $60,000 presently in the fund that a portion needs to go towards road repairs and possibly putting in some gravel for parking at the pavilion. CERTIFICATION City Secretary MINUTES OF THE PARKS & RECREATION BOARD OF THE CITY OF THE COLONY HELD ON OCTOBER 26, 1994 A WORK SESSION of the Parks & Recreation Board of The City of The Colony, TX., was called to order at 7:40 p.m. with the following Board members present: Charles Christian Kathy Phillips Donna Baggett Jaicie Kirkpatr~k Chairman Member Member Member and with Members King and Deslatte absenti however a quorum was established. Also in attendance was Pam Nelson, Parks & Recreation Director. 1. FEE SCHEDULE FOR STEWART CREEK PARK. The Board came up with the following two options for a new fee structure for Stewart Creek Park: Option 1 $25 - Non-Resident Fee - Annual permits $20 - Resident Fee - Annual permits - 1st vehicle $ 5 - Each additional Annual permit (limit 2) $17 - Early Bird Special - Residents - 1st Vehicle (thru March 15th) $ 5 - Daily permit $ 7 - Camping permit $10 - Daily/camping permit Option 2 $25 - Non-Resident Fee - Annual permits $20 - Resident - Annual permits - 1st vehicle $ 5 - Each additional Annual permit (limit 2) No Early Bird Special $ 3 - Daily permit $ 6 - Camping permit $ 8 - Daily/Camping permit The Board asked Ms. Nelson to check with the corps of Engineers on their feelings about charging a non-resident fee. CERTIFICATION I hereby certify that the above notice of meeting was posted outside the front door of City Hall by 52-00 p. on ~he 28th day of October, 1994. /;J/ .~~~ Sandi Chance, Deputy City Secretary MINUTES OF THE PARKS & RECREATION BOARD OF THE CITY OF THE COLONY HELD ON NOVEMBER 2, 1994 A SPECIAL SESSION of the Parks & Recreation Board of The City of The Colony Tx., was called to order at 7:34 p.m. with the following Board members present: Jaicie Kirkpatrick Kathy Phillips Susan King Donna Baggett David Deslatte Vice Chairman Member Member Member Member and with Member Christian absent; however a quorum was established. Also in attendance was Pam Nelson, Parks & Recreation Director. At this time even though there was no citizens Input on the agenda, Vice Chairman Kirkpatrick recognized John sanders, President of The Colony Youth Football Association, who asked if he could speak briefly to the Board. Mr. Sanders stated he was concerned due to a Letter to the Editor that had appeared in The Colony Leader this date. He asked the Board to consider setting up 3 to 4 workshops a year with representatives of all the sports organizations in The Colony and a liaison from the Parks & Recreation Board, to help improve communications between all the associations and the city. The Board was in favor of this idea and requested Ms. Nelson to look into setting this up. 1. REVIEW AND CONSIDERATION OF SETl'ING REW FEE SCHEDULE FOR STEWART CREEK PARK. Board members discussed the two options they worked on in a Work Session held on October 26th. These two options are as follows: Option 1 $25 - Non-resident Fee - Annual permits $20 - Resident Fee - Annual permits - 1st vehicle $ 5 - Each additional Annual permit - (limit 2) $17 - Early Bird Special - Residents - 1st vehicle (thru Mar. 15th) $ 5 - Daily permit $ 7 - camping permit $10 - Daily/Camping permit Option 2 $25 - Non-Resident Fee - Annual permits $20 - Resident - Annual permits - 1st vehicle $ 5 - Each additional Annual permit (limit 2) No Early Bird special $ 3 - Daily permit $ 6 - camping permit $ 8 - Daily/Camping permit -2- Discussion followed during which Vice Chairman Kirkpatrick stated she would like to wait until it is known for sure if the City will take over Lake Lewisville state Park, since no improvements have been made in stewart Creek Park yet. She further added that she would like to see a goal set on exactly what is wanted in the Park before raising fees. It was stated that a Master Plan was already set up for stewart Creek Park. After all discussion, a motion was made by Member King to recommend approval to City Council of Option I as presented with the exclusion of the Early Bird Special. Seconded by Member Phillips, the motion was approved by the following vote: Ayes: Members Phillips, King, Deslatte, and Baggett Noes: Vice Chairman Kirkpatrick It was suggested to recommend to City Manager Johnny Smith to possibly keep the fees for the proposed take over of Lake Lewisville State Park in line with these proposed figures. Colony Boulevard, at which time the following item will be discussed: 1. REVIEW AND CONSIDERATION OF PRESENTATIOR FROM RUSTY NICHOLS ON COTTONWOOD SPRINGS DEVELOPMENT ACCESS POINTS. THIS MEEl'ING WAS CANCELED DUE TO LACK OF QUORUM.
