I I , I CERTIFICATE I I , I I I i f I I I I I J I I hereby certify that the notice of meeting was placed on the front door of City Hall on the 2nd day of November, 1984, at 5:00 p.m. Janet Gadd, City Secretary ~ l r - MINUTES OF THE PARKS & RECREATION BOARD OF THE CITY OF THE COLONY HELD ON NOVEMBER 7, 1984 r A REGULAR SESSION of the Parks and Recreation Board of the City of The Colony, Texas was called to order at 7:37 p.m. with the following members present: Cliff Orme Dee Cole Ruben Delgado Sara Fortune Chairman Member Member Member and with no members absent, thus a quorum was established. Also in attendance was Sylvia Brantley, Recreation Superintendent, Jerry Van-Y, Public Works Superintendent, and Mayor Larry Sample. 2. APPROVAL OF MINUTES Member FOrtune made a motion to approve the minutes of September 26, 1984. Seconded by Member Cole, the motion was approved unanimously. 3. CITIZENS INPUT There were no citizens present for Citizens Input. 4. RECEIVE UPDATE ON RECREATION AND SPECIAL EVENTS. A. TURKEY TROT B. CHRISTMAS PARADE C. ATHLETIC EVENTS A. Turkey Trot - Sylvia gave a brief rundown on the upcoming 10K Run on 11/17/84. B. Christmas Parade - Parade will be held on December 8, 1984 at 10:00 a.m. Sylvia said that help was definitely needed with setting up and working on the parade. Discussion followed. C. Athletic Events - Sylvia informed the Board of the possibility of a Pee Wee Football League being formed here in The Colony. She said Ike Brewer was going to contact the North Texas Association about playing in their association. She also said that Mr. Brewer said it would cost approximately $100.00 to outfit one child. Sylvia asked the Board for their recommendation on designating the multi-purpose field at Bridges Park for Pee Wee Football game play, if the league is formed. Discussion followed with all Board Members expressing their pleasure on the possible league play of this group in The Colony. 5. CONSIDERATION OF SETTThG PRIORITY LIST FOR IMPROVEMENT TO EXISTING PARKS AND DEVELOPMENT OF FUTURE PARKS. Chairman Orme asked the Board to please refer to the memo of October 18, 1984, that Mr. Steven A. Reed, Director of Community Services had forwarded to the Honorable Mayor and members of the City Council. After much discussion, the Board would like the following recommendations to be forwarded to the Mayor and City Council for con- sideration of using monies set aside for park improvements if the bond issue passes. These items are listed in priorities as follows: 1. To upgrade all existing parks and athletic fields to quality standards. This would include crowning the ballfields, installation of sprinkler systems, re- sodding and repair of others to a useable condition, repair or replace broken playground equipment, and light fields. Start with Turner Street Park and crown one field at a time and light one field and resod. Combine Turner St. ( " - ~ South with Turner St. Community Park. Board feels it is imperative to make a parking lot on this field to take overflow of traffic from soccer. ] 2. Complete softball fields, at B.B. Owens site with new lights, irrigation, grass and paved parking lot. 3. Improve Little League fields at the North Colony Complex for season play, until permanent location is decided upon or finished. 4. Bridges Park - improve fields on the Senior League ballfield, and the multi-purpose field. 5. Perryman Park - add more playground equipment, repair existing equipment, add more park benches, and improve parking lot. 6. Carney Field - Crown soccer field, resod, add sprinkler system. 7. Lions Club Park & Dave Cowan Park - help organizations solve drainage problem by filling in and bring water to Dave Cowan park. 8. Equip Carr & Chapman Park as soon as possible since there are no playgrounds in the west section of town. Make this a toddler size equipped park, add sprinkler system, sod or grass and landscape. 9. Slay & Baker - besides designating as a multi-purpose park, equip a portion of this park with toddler size playground equipment and proceed with recommendations per Master Park Plan. ] The Board feels these nine items are the top priorities to be considered first upon passage of the Bond issues. They feel it would be more beneficial to make all necessary improvements to existing parks before we start on the development of new ones, with the exception of the aforementioned parks on the priority list. The Board would like to set other priorities upon completion of the first nine items with any bond funds left on this issue. A motion was made by Member Cole to adjourn meeting at 9:05 p.m. Seconded by Member Fortune, the motion was approved unanimously. ] r r l .. -- - - -- -....
