APRIL 6, 1983
A Regular Session of the Parks and Recreation Board was
called to order at 7:37 PM by Chairman Richard Frohardt
on the 6th day of April, 1983, with Members John Turner,
Cliff Orme, Earl Brantley and Richard Frohardt in attendance
and Alternate Vince Ashman and Member Kevin Seidler not
present. Sylvia Brantley, City Manager Johnny Sartain and
City Engineer Bob Hogan were also present. Approval of the
minute,,; from the 21st weeting in March was unanimous.
Department Update: Chairman Froh~rdt asked Jerry Van-Y
for an approximute shipping date for the playground equip-
ment. Jerry estimated that it would be in around the first
of f\lay.

Chairman Frohardt reported that they had sold around $2,500.
in permits to Stewart's Creek Park which was a little below
what they had expected, probably due to the weather. They
did expect to make their predictions by the end of the year.
Sylvia Brantley reported that she had sent a letter to the
president of the Soflball Association suggesting that there
was no individuul teams sponsoring their own tournaments for
raising money for uniforms etc. She asked Ricky Bell
to inform his various coaches and managers of this decision.
Chait-mall Frohardt asked Sylvia Brantley about the progress of
the fee schedule. She said that she had sent it to the City
Manager wilh the Park Board's recommendations and asked for
his with this to be presented to the City Council. This fee
schedule woulJ be for lhe concession stands, the concession
truck and league play.

North Colony Complex: JohnrlY Sartain, City Manager, reported
on the development of the North Colony Complex. Af.ter giving
the preliminaries, he handed it over to Councilman Larry
Sample. Councilman Sample explained how we acquired the North
Colony Complex, after which he handed it over to the City
Engineer, Bob Hogan. f\lr. Hogan showed the Board and citizens
in attendance the proposed complex which will consist of
Community Development, four little league fields, soccer fields,
swimming pool, tennis courts and also has a place for the
proposed library. Discussion followed from Board Members ani
citizens with questions answered by the City Engineer and
Manager. The input was completely positive from both citizens
and Board members. Mr. Sample asked all Board members and
staff to relate any changes or input that they may have by the
15th of April to the city Manager. At this time the Board had
questions from the citizens. Their primary concern was lighted

sports fields. Mr. Hogan said that the proposed plans called
for lighted fields. The Soccer Association were concerned
about having adequate fields for the amount of teams that
were now in The Colony. The Board said that there would be
t~o fields at this complex, plus the four that they have at
the Turner Street Park.

Citizen's Input: Vern Lang thanked both Jerry and Sylvia
for the work done on the fields and told them how much nicer
both the fields and Parks were looking this year. It was
asked if there was anything that the city could do about
people bringing their animals out to the fields. The Board
said that they would have to handle that through their own
organiztions but that they would not be able to do anything
with those citizens that were not associated with those
organizations.
There'was a general discussion on whether to put a public
telephone out at Turner's Street Park. Sylvia said that she
would check into this matter.
Master Plan: The Board requested that Sylvia secure a
planning map of the city sq that they may locate all Parks
within the city limits, present and proposed. At this time
the Board decided to table the Master Plan, if planning map
was made available.

Jerry Van-Y discussed the jogging trail with Member Turner
as to the correct lay-out of trail. Member Turner told
Jerry that TP&L would have to have access to power lines in
case of emergency and to keep that in mind when working on
the jogging trail.
The meeting was adjourned at 9:30 P.M.

MAY 18, 1983
A Regular Session of the Parks and Recreation Board was
called to order at 7:39pm by Chairman Richard Frohardt
on the 18th day of May, 1983 with Members Earl Brantley,
Cliff Orme and Richard Frohardt present and Members John
Turner, Kevin Seidler and Alternate Vince Ashman not in
attendance. Approval of the minutes of the 21st of March
were approved unanimously.

DEPARTMENT UPDATE: Chairman Frohardt asked Jerry Van-Y for
a progress report on the jogging trail. Jerry reported that
the jogging trail was almost completed and that it was exactly
1.7 miles long. He also explained the mowing problems within
city parks and sports fields. Wayne Sandy of the Little League,
was in attendance and Jerry Van-Y asked that he ask the coaches
and teams to cooperate with PARD and keep the fields free of
debris, as this would assist the department and would allow
the fields to be mowed more quickly. Wayne asked about the
upkeep of the Port-O-Potties. Jerry Van-Y assured him we were
doing everything we could on getting them cleaned on a weekly
basis.
Chairman Frohardt asked about the status of the playground
equipment. Sylvia Brantley informed them that; it' had been' ordered
but she had received communication that they were behind
schedule on delivery and that the end of May looked very
promising.
Sylvia Brantley gave a report on the fee schedule. She informed
the Board that the department would have to come up with a
procedure for fees before August 1st.

Sylvia Brantley showed the Board the new Summer Program Booklet.
The rest were to arrive the following day. She reminded every-
one of the clean-up on the 4th of June and also of the Chili
Cook-Off coming up on June 18th.
Earl Brantley presented a letter of resignation as he has been
appointed to the Planning and Zoning Commission.

Sylvia asked Chairman Frohardt and the Board for their advise
on what should be done about Board members who are 'not making
meetings and fail to let anyone know that they will not be able
-to make these meetings. If there was not any procedure for this
she felt there was a need for one.
