MINUTES
CITY OF THE COLONY
CODE ENFORCEMENT ADVISORY BOARD
AUGUST 30, 2007
After determining that a quorum was not present, the Code Enforcement Advisory
Board of the City of The Colony, Texas convened into a Work Session which was
held on Thursday, August 30, 2007 at 6:30 p.m. in the Library Conference Room
located in City Hall, 6800 Main Street, The Colony, Texas, at which time the
following items were addressed:
Board Members Present: Richard Kuether, Chairman; Ruby Lawrence, and
Lloyd Martin.
Board Members Absent: Chris Italia, Robert Taylor, Casey Truskunas, and
Barry V ondersmith.
Present from Staff: Donna Bateman, Development Service Director; Wes
Morrison, City Planner; and Jennifer White, Administrative Assistant.
11.0 I CALL MEETING TO ORDER
Chairman Kuether called the work session to order at 6:37 pm.
2.0 MINUTES
2.1 Consider a roval of the minutes ofthe Jul 26,2007 meetin .
Minutes were not approved due to not having a quorum present.
13.0 I CITIZEN INPUT
Citizen input received from Ruby Lawrence, 5500 Baker Dr. Ms. Lawrence stated
that she is unable to mow her back yard due to her neighbor at 5504 Baker having an
infestation of bees. She then stated that she had tried to mow her lawn on August
22nd when she was attacked by the bees.
She also stated that the neighbor at 5504 Baker has junk vehicles in his back yard
behind his fence. She stated that he has a van, a car and a truck all in his back yard
and that they have been back there for about ten (10) years.
4.0 CONSIDERATION
4.1 Review and discuss Chapter 4 & 5 of the 2006 International Property Maintenance
Code.
Donna Bateman presented to the Board that Section 401 through 404.4.5 in the
International Property Maintenance Code are already addressed in the Residential
Code.

Ms. Bateman then stated that several of the items in Chapter 4 and Chapter 5 are already
addressed in the Code of Ordinances that the City has in place.
The following was agreed by the board to be taken out of the IPMC book and implemented
into the City of The Colony Code of Ordinances Chapter 6 and Chapter 10.
SECTION 404 OCCUP ANCY LIMITATIONS
404.5 Overcrowding - Ms. Bateman stated that we could add 3 occupants per bedroom,
Board Member Kuether asked if there are any outstanding circumstances like Katrina
Victims, Foreclosures, and Death in the Family. Chairman Kuether stated we could put a
time frame on how long the additional family members can stay.
SECTION 503 TOILET ROOMS
503.2 Location - Chairman Kuether asked if staff could check to see if the Cities
Ordinance is stricter than what is showing in the IPMC. Ms. Bateman said that she will
check to see what is currently in the Cities Ordinance for toilet rooms.
Chairman Kuether stated that he would like to see an ordinance on Carbon Monoxide
detectors for homes that have gas appliances. Ms. Bateman stated that staff would have to
make an amendment to the building and residential code.
The Following was agreed by the board not to be taken out of the IPMC book and
implemented in to the City of The Colony Code of Ordinances Chapter 6 and Chapter 10.
