HomeMy WebLinkAbout07/26/2007 CEAB MINUTES CITY OF THE COLONY CODE ENFORCEMENT ADVISORY BOARD JULY 26, 2007 After determining that a quorum was present, the Code Enforcement Advisory Board of the City of The Colony, Texas convened into a Work Session which was held on Thursday, July 26, 2007 at 6:30 p.m. in the City Council Chambers located in City Hall, 6800 Main Street, The Colony, Texas, at which time the following items were addressed: Board Members Present: Richard Kuether, Chairman; Robert Taylor, Vice- Chairman; Ruby Lawrence, Lloyd Martin, and Casey Truskunas. Board Members Absent: Chris Italia, Barry V ondersmith Present from Staff: Iris Browder, Development Service Manager; Donna Bateman, Development Service Director; Wes Morrison, City Planner; and Jennifer White, Administrative Assistant 11.0 I CALL MEETING TO ORDER Meeting was called to order at 6:31 pm by Chairman Kuether. 2.0 MINUTES 2.1 Consider a roval of the minutes of the June 28, 2007 meet in . Board Member Truskunas moved to approve the minutes of the June 28, 2007 meeting. It was seconded by Board Member Lawrence and the motion carried unanimously (5-0). 13.0 I CITIZEN INPUT No citizen input received. 4.0 CONSIDERATION 4.1 Receive a report from staff regarding recommendations made by the Code Enforcement Advisory Board concerning a comparison of Chapter 6 & Chapter 10 of the Code of Ordinance and the 2006 International Property Maintenance Code. Donna Bateman presented to the Board the process of reviewing the International Property Maintenance Code (IPMC) and an overall timeframe for the ordinance amendments being presented to City Council for their approval. Code Enforcement Advisory Board July 26, 2007 Page 2 of3 Board Member Truskunas asked why we need to go through each chapter one at a time. Ms. Bateman stated that we did not receive the proper feedback from the Board that we needed to move forward. Board Member Truskunas asked if we adopt the whole IPMC outright would this solve the cities problems. Ms. Bateman answered no. Board Member Lawrence stated that she would like to go through the IPMC a chapter at a time at each workshop. The rest of the Board agreed to start this work session on Chapter 3 of the IPMC. The Following was agreed by the board to be taken out of the IPMC book and implemented into the City of The Colony Code of Ordinances Chapter 6 and Chapter 10. SECTION 301 GENERAL; 301.1 Scope, 301.2 Responsibility, 301.3 Vacant structures and land, SECTION 302 EXTERIOR PROPERTY AREAS; 302.1 Sanitation, 302.2 Grading and drainage, 302.3 Sidewalks and driveways - take out sidewalks and change it for commercial parking lot., 302.4 Weeds, 302.5 Rodent harborage - change "exterminated by" to "treated" & "extermination" to "treatment", 302.9 Defacement of property, SECTION 304 EXTERIOR STRUCTURE; 304.1 General, 304.4 Structural members, 304.5 Foundation walls, 304.6 Exterior walls, 304.7 Roofs and drainage, 304.8 Decorative features, 304.9 Overhang extensions, 304.10 Stairways, decks, porches and balconies, 304.11 Chimneys and towers, 304.12 Handrails and guards, 304.13 Window, skylight and door frames, 304.13.1 Glazing, 304.13.2 Open able windows, 304.14 Insect screens - if you have them they must be maintained., 304.15 Doors, 304.16 Basement hatchways - change the "basement hatchways" to "Garage Doors", 304.18 Building security, 304.18.2 Windows. SECTION 305 INTERIOR STRUCTURE: 305.1 - 305.6 Wants owner of property responsible and to only apply to rental property. SECTION 307 RUBBISH AND GARBAGE: 307.1 Accumulation of rubbish or garbage, 307.2 Disposal of rubbish, 307.2.2 Refrigerators. SECTION 308 EXTERMINATION: 308.5 Occupant Code Enforcement Advisory Board July 26, 2007 Page 3 of3 The Following was agreed by the board not to be taken out of the IPMC book and implemented in to the City of The Colony Code of Ordinances Chapter 6 and Chapter 10. SECTION 302 EXTERIOR PROPERTY AREAS: 302.6 Exhaust vents, 302.7 Accessory structures, 302.8 Motor vehicles, SECTION 303 SWIMMING POOLS, SPAS AND HOT TUBS: 303.1 Swimming pools, 303.2 Enclosures SECTION 304 EXTERIOR STRUCTURE: 304.2 Protective treatment, 304.3 Premises identification, 304.18.1 Doors, 304.18.3 Basement hatchways SECTION 306 HANDRAILS AND GUARDRAILS: 306.1 General SECTION 307 RUBBISH AND GARBAGE: 307.2.1 Rubbish storage facilities, 307.3 Disposal of garbage, 307.3.1 Garbage facilities, 307.3.2 Containers SECTION 308 EXTERMINATION: 308.1 Infestation, 308.2 Owner, 308.3 Single occupant, 308.4 Multiple occupancy It was agreed at the next months work session to go through Chapters 4 and 5 of the IPMC.
