CONDUCT INTERVIEWS AND RECEIVE PRESENATIONS FROM PROSPECTIVE CONSULTANTS REGARDING DEVELOPMENT OF THE CDC MASTER PLAN _ Halff Associates - Francois J de Kock, Adam Wood, Benjamin McGahey, Raymond Turco _ Raymond Turco & Associates, Stephen Springs - Brinkley Sargent The firm that is chosen should have a vision, commitment, and understanding of the project. The Colony has already been recognized, now The Colony needs to be recognized on a national level. Halff Associates would enlist the services of Brinkley Sargent Architects and Raymond Turco & Associates to complete this project. Brinkley Sargent specializes in parks and can assist withfinancial planning, and Raymond Turco has a lot of experience with citizen surveys in The Colony and other cities. Halff Associates understands TPWD requirements, has a successful grant record and they can help build on the Trail Plan. They will have many public meetings and will conduct surveys at those meetings. They will identify, prioritize, and develop ideas. They will make sketches of their ideas and document them and show them to the public. They once worked at a store-front so they could get input from the public regarding a project. They will seek a lot of public input. The plan they create will be a custom plan, not a reproduction of a plan from another city. Their planning process is - Phase I - Pre-Planning Phase 2- Inventory of Park Facilities Phase 3 - Citizen Input Phase 4 - Needs Assessment Phase 5 - Public Forum Phase 6 - Prepare Master Plan Recommendations Phase 7 - Prepare Funding & Implementation Strategy They think the plan could take 7-8 months to one year and their record shows they complete projects within the allotted time frame. Carter & Burgess - Philip Neeley, Britt Flaten They have done a lot of park planning in Texas. They have a team to create a vision. The first phase of their plan is to do an inventory and market analysis which will include a base map, population analysis and benchmark comparisons, standards analysis, demands analysis and needs assessment. In the next phase they will prioritize rankings, develop an action plan, expenditure analysis, partnering analysis, a preliminary master plan and then the final master plan. They will have community meetings with the public at schools and churches, and they will also have meetings with the other city boards and City Council. They think this plan can be completed in 8 - 9 months. 2. ACTION TO BE TAKEN AS A RESULT OF CONSULTANT INTERVIEWS- Pam said the board is very familiar with Dunkin Sims & Stoffels and has been very pleased with their work. Halff Associates is currently doing some other city work and has a good knowledge of the engineering side. They have a lot of resources they can use to develop the Master Plan. Carter & Burgess is a goodfirm and Pam has no experience with Huitt Zollars. Wes was impressed with Dunkin Sims & Stoffels and Halff Associates because they each referenced the city's Comprehensive Plan. That's an indication to him that they have done recent research on the city and that the plan this board wants to develop will coincide with the city's Comprehensive Plan. Pam urged the board to base their decision on the firm's qualifications and not the cost. After the board chooses afirm, a contract will be negotiated and presented to the board Motion to table action until the next meeting - Sanders; second - Sohn; motion passes.
