MINUTES
CITY OF THE COLONY
PLANNING AND ZONING COMMISSION
NOVEMBER 13, 2007
After determining that a quorum was present, the Planning and Zoning Commission
of the City of The Colony, Texas convened into regular session which was held on
Tuesday, November 13, 2007 at 6:30 p.m. in the City Council Chambers located in
City Hall, 6800 Main Street, The Colony, Texas, at which time the following items
were addressed:
Board Members Present: Brian Wade, Chairman; Deville Hubbard, Vice-
Chairman; Mike Barrett, Karen Hames, Marlene Milsak, Debbie Morrison, and
Fernando Villarreal.
Present from Staff: Donna Bateman, Development Services Director; David
Dodd, City Attorney; Wes Morrison, City Planner; Jennifer White,
Administrative Assistant.
11.0 I CALL REGULAR SESSION TO ORDER
Chairman Wade Called the meeting to order at 6:32 pm.
11.1 I Citizen Input
No citizen input received.
2.0 CONSENT AGENDA
2.1 Consider approval of the minutes of the October 23,2007 Regular Session.
2.2 Consider approval of the preliminary plat for Lot I, Block A, of the Robinson
Addition being 2.9 acres in the BBB and CRR Company Survey, Abstract No.
173, located west of Westport Drive, approximately 360 feet west of FM 423.
(PP07-0003, Robinson Addition)
Chairman Wade moved to approve items 2.1 and 2.2.
Commissioner Morrison. Motion unanimously carried (7-0).

3.0 DIRECTOR'S REPORT
3.1 City Council Report from November 5, 2007
3.2 Upcoming Projects List
Donna Bateman went over the City Council Report and the Upcoming Project list
with the Commission.
Chairman Wade adjourned the meeting at 6:35 pm.

4.0 WORKSESSION
4.1 Receive an update from staff on Phase I of the Development Code re-write and
direct staff accordingly.
4.2 Continue Training Workshop for Planning Commissioners.
Wes Morrison presented the first phase of the Development Code re-write which
included the new table of contents. All Commissioners were pleased with what was
presented to them by staff.
Commissioner Hames stated the table of contents was easy to read, but had to have
some of the punctuations fixed.
Wes Morrison presented the commission with pictures of neighboring cities.
Commissioner Morrison asked staff if the other cities had problems with birds in their
outside dining area. Mr. Morrison answered no.
Commissioner Hames stated she liked the wrought iron benches in the Addison
pictures.
Commissioner Barrett stated when the city moves forward on the theme staff should
consult with the Fire Department on the trees near the buildings to make sure they
have access to the additional floors.
Commissioner Hames stated that the awnings in the pictures seem more ornamental.
Mr. Morrison answered yes.
Chairman Wade asked staff if it helps for the city to provide a tax relief or incentive
to the developers. Ms. Bateman answered yes.
Commission members and staff watched a video on Planning in Communities with
Limited Staff.
