CITY OF THE COLONY
SIGN BOARD OF APPEALS
APRIL 11, 2007
After determining that a quorum was present, the Sign Board of Appeals of the City
of The Colony, Texas 'convened into Regular Session which was held on Wednesday,
April!!, 2007 at 7:00 p.m. in the City Council Chambers located in City Hall, 6800
Main Street, The Colony, Texas, at which time the following items were addressed:
Board Members Present: Donna McCright, Cesar Molina, Gerald Odum, and Duane
Sanders.
Board Members Absent: Rolando Reyes, Barry V ondersmith, and Constance
Yahwak.

2.1 Receive a report, conduct a public hearing and give staff direction regarding
proposed changes to the sign ordinance.
City Planner, Wes Morrison, presented a staff report which outlined the major
differences between the proposed ordinance and current ordinance.
Several Board members expressed concern as to how the changes would affect
current signs located within the City.
Mr. Morrison explained that existing signs would not be affected by the new
ordinance, however if those signs were destroyed or removed all new signs would
be required to comply with the new regulations.
Board Member Donna McCright wanted clarification on why the City wants to
make changes to the ordinance, more specifically why the maximum square
footage of area was being reduced.
Mr. Morrison stated that a majority of the size requirements were not decreasing,
that some were actually increasing and the main reason for the change was to
create a more enforceable and user friendly ordinance for the public.
Attorney Bob Hager expressed that Council felt there was an importance of
cleaning up visual clutter in City.
Donna Bateman, Director of Development Services, expressed that the City
Council gave staff direction to clean up the ordinance. In the process it was
determined by legal staff, that our ordinance was content base. Staff created an
ordinance that focused more on the physical sign and not the message of the sign.
The issue of wind devices, inflatable balloons, and banners were discussed and

there seemed to be an overall desire of the Board to allow a combination of these
types of signs for grand openings and special events.
Mr. Morrison clarified that all special event signage will be reviewed and
approved with a Special Event Permit.
Board Member Sanders questioned the procedure on when will City Council
make changes. Mr. Morrison stated that the Code Enforcement Advisory Board
and Planning and Zoning Commission had made recommendations and that the
proposed ordinance was scheduled for the May ih Council agenda. Staff would
combine all of the Boards and Commission's recommendations and present to
Council.
Ms. Bateman asked that the Board direct staff on the recommendations they
would like for Council to consider. Those conditions were identified as:
1. Allow vehicular signs.
2. All inflatable signs to be attached to roofs of buildings.
3. Allow wind devices and searchlights on a temporary basis.
4. Adopt CEAB recommendations for temporary signs.
Board Member McCright moved to recommend approval to city council.
Seconded by Board Member Sanders.
Motion carried (4 - 0).
