CITIZEN'S INPUT - None. 2. APPROVAL OF MINUTES OF SEPTEMBER 21 ST 2006- Motion to approve - Sanders; second - King; motion carries. 3. DISCUSSION OF THE AUSTIN RANCH TRAIL DEVELOPMENT PLAN _ The board has a copy of a letter from Lucy Billingsley requesting a commitment from the City to develop trails in each of the areas of Austin Ranch that is going to be developed or has already been developed There is approximately $312,000 in the Park Development Fundfor Park Dedication that could be used to develop this trail. The area Lucy wants the trail to run through will pose many challenges. Before any work is done on the trail, the board wants to know how much more linear footage is needed, how much it will cost, and who is going to absorb the additional fees. Pam suggested a board member attend the meeting when these issues and others are discussed with Lucy. 4. DISCUSSION OF MATTHEWS-SOUTHWEST / TRIBUTE PARK DEDICATION- They are going to give us credits for the trails they are going to develop in lieu of park dedication fees. They will calculate the value of the amount of acres they owed us and apply the property value for that acreage from the Denton County Appraisal District, which means they owe us a little over one million dollars. They are going to put the trail on the ROWan the south side of Lebanon; Y2 of the surface will be a hard surface and the other Y2 will be a track-like surface. They are going to put low level light bollards along the trail. This should start next spring. 5. UPDATE FROM DIRECTOR- FINANCIAL STATEMENTS - Sales tax collectedfor this year was very good - $1.3 million. WEB SITE - The website should be finished by the beginning of December. TRAILS - There was no other discussion on this item. HISTORICAL PARK- Don attended the Cultural Arts Board meeting. He said they are very interested in helping with sculptures. Keith is going to do some site plans to see the possibility of combining 3 parks. I LISD INTERLOCAL AGREEMENT- Pam informed the board that LISD wants to start charging the Parks & Rec. Dept. to use the schools for programs. Our program fees will raise considerably if this happens. LISD wants to start this in January, but there is a 12 month termination clause in the contract that would prohibit that. There are several other cities in the district that are going to unite to try andfight this. NEW POSITIONS - The Special Event Coordinator and Irrigator positions have been approved There have been 30 - 45 applications receivedfor the Special Event Coordinator. The irrigator position has been filled, but not by a licensed irrigator, however, the person who filled the position is doing an excellent job. FIVE STAR- We continue to deal with irrigation problems caused by poor construction from the contractor _ AdolfsonlPeterson. 6. HOLD PUBLIC HEARING TO RECEIVE PUBLIC INPUT REGARDING FUTURE COMMUNITY DEVELOPMENT CORPORATION PARK PROJECTS- The Public Hearing opened at 7:00 p.m. Pam presented the list of the most recent projects selected by the board to develop. This list also indicates how the board ranked them. Pam explained the concept of each project and asked those in the audience to rank the same projects in the order they would like to see them completed. I Tony Seiler - 5961 Carroll, The Colony - Asked about the possibility of consolidating 3 parks into one park - the Historical Park, Greenway Park and Perryman Park. He also wanted to know what cultural arts meant - the components aren't visible. Something different for the Cultural Arts board to consider though is having a Latino performance. He attended one in another city and said it was very, very good He also said there needs to be some shade trees at Five Star and the approach to the Veteran's Memorial is very nice. Christi Martin - 5604 Longhorn Dr., The Colony - Art groups from different cities all work together, but to be able to do that in The Colony, we desperately need a facility; it's hard to do everything outdoors. Neighboring cities also need facilities. She is still trying to find ways for The Colony to get an arts facility. Jeffrey Connelly - 5601 Phoenix Dr., The Colony - The City needs a center for performing arts. The arts touch every age group. It was promised several years ago. The board needs to reprioritize their projects and go back to the commitment that was made several years ago. He also said that Five Star improves the quality of life in the city, but he would like the board to inherit the maintenance costs, as they are too much of a burden to the city. He appreciates the board members volunteering to serve on the board He does not support the trail project, as it is too large of a debt. The police will have to monitor the trails and access is limited This should be tabled and other projects considered. He thanked the boardfor having the public hearing. I I I I Jana Fuglar - 5012 Walker, The Colony - She is very active with softball and baseball. They have already outgrown the softball field at Five Star. The participation has increased 20% in the last 2 years. She asked if one of the baseball fields at Five Star could be made into a softball field. Lewisville and Highland Village want to play all their games at Five Star and there is a meeting soon to discuss that. She would also like to see batting cages installed by the baseball fields at Five Star and she thinks the population could support 3 lanes. Lisa Leary - 5816 Sycamore Bend, The Colony - She gave the board a detailed list of projects she would like the board to consider - a new community complex, a covered amphitheater at Stewart Creek Park, development of the shoreline trail, a youth center, and the addition of batting cages at Five Star. If batting cages were installed at Five Star, the person who takes care of the batting cages could also take care of the restrooms. Chris Broughton - Sarasota, The Colony - We need batting cages at Five Star. Cindi Lane - 5105 Pemberton, The Colony - She would like to see the trail system connect to Arbor Hills and she would also like to see a dog park built in the city. The Public Hearing was closed at 8:25 p.m. The regular meeting reconvened at 8:40 p.m. 7. ACTION TO BE TAKEN AS A RESULT OF THE PUBLIC HEARING Kathy will rank the projects based on the residents input at the public hearing. Pam said there is not much land at Five Star for batting cages. She will discuss the possibility of putting them at Blue Sky with Peter Brody.
