MINUTES OF THE PLANNING AND ZONING COMMISSION
MEETING HELD ON AUGUST 13, 2002
The Regular Session of the Planning and Zoning Commission of the City of The Colony,
Texas was called to order at 6:30 p.m. on the 13th day of August, 2002 at City Hall with
the following members present:
Deville Hubbard, Chairman
DeWayne Snider
Kirk Mikulec
Rick Allford
Bill Jamme
Bill Harrison
Staff:
Harry Persaud, Director of Development Services
Chris Spencer, Planner
James Hanvey, Staff Engineer
Justin Johnson, GIS Analysis
Sandy Vondersaar, Administrative Assistant
With six (6) members present, a quorum was established and the following items were
addressed:
2.0 DISPOSITION OF MINUTES
2.1 Approval and/or correction of Planning and Zoning Commission Minutes for
the meeting held on July 23, 2002.
Motion to approve the minutes of the meeting held on July 23, 2002, Commissioner
Jamme; second, Commissioner Harrison. Motion carried 6-0.
2.2 Approval and/or correction of Capital Improvements Advisory Committee
Minutes for the meeting held on July 23, 2002.
Motion to approve the minutes of the meeting held on July 23, 2002, Commissioner
Jamme; second, Commissioner Mikulec. Motion carried 6-0.
3.0 CITIZEN INPUT
None

4.0 PUBLIC HEARING
4.1 Hold a public hearing and consider approval of a Specific Use Permit under
Section 10-900 of the Comprehensive Zoning Ordinance, upon application of
AT&T Wireless, for a wireless communications antenna, to be co-located on
an existing TXU tower, situated on a 240 sq. ft. tract of land being a portion
of an easement and right-of-way granted to Texas Power and Light
Company, located in the John B. Martin Survey, Abstract NO. 827, located in
the City of The Colony, Denton County, Texas. (2002-SUP004)
Chairman Hubbard opened the public hearing at 6:33 P.M.
Mr. Spencer presented the staff report regarding a Specific Use Permit for a wireless
communications antenna located on Saintsbury Drive, north of Phase I of the Parks at
Austin Ranch.
Mr. Bill Bauman of AT&T Wireless, 5601 Legacy Drive, Piano Texas was present to
answer questions.
Chairman Hubbard closed the public hearing at 6:44 p.m.
Staff recommends approval.
Motion for approval of a Specific Use Permit under Section 10-900 of the

Mr. Persaud introduced the Planning Department's new GIS employee, Mr. Justin
Johnson.
With no further business, the meeting adjourned at 6:46 p.m.
