MINUTES OF THE PLANNING AND ZONING COMMISSION
MEETING HELD ON JULY 23, 2002
The Regular Session of the Planning and Zoning Commission of the City of The Colony,
Texas was called to order at 6:30 p.m. on the 23rd day of July, 2002 at City Hall with
the following members present:
DeVille Hubbard, Chairman
Bill Jamme
DeWayne Snider
Kirk Mikulec
Rick Allford
Bill Harrison
Staff:
Harry Persaud, Director of Development Services
Chris Spencer, Planner
James Hanvey, Engineer
Sandy Vondersaar, Recording Secretary
With six (6) members present, a quorum was established and the following items were
addressed:
2.0 DISPOSITION OF MINUTES
2.1 Approval and/or correction of Planning and Zoning Commission Minutes for
the meeting held on July 9, 2002.
Motion to approve the minutes for the meeting held on July 9, 2002, Commissioner
Harrison; second, Commissioner Snider. Motion carried 5-1. Commissioner
Allford, Snider, Mikulec, Jamme, and Harrison for. Commissioner Hubbard
abstained.
3.0 CITIZEN INPUT

4.0 ITEMS FOR CONSIDERATION
4.1 Consider a request for approval of a final plat for Saintsbury Drive, Sumner
Street, Saintsbury Drive West, & West Arbor Hills Way Right of Way
Planning and Zoning Commission July 23, 2002
Dedication, being a 3.5341-acre tract situated in the B. Martin Survey, Abstract
No. 827, located in the City of The Colony, Denton County, Texas. (2002-FP003)
Mr. Spencer presented the staff report regarding a request for approval of a final
plat for Saintsbury Drive, Sumner Street, Saintsbury Drive West, & West Arbor Hills Way
Right of Way Dedication located east of the BNSF Railroad tracks. He stated the 3.5341
acre tract should be corrected to 4.1103 acres.
Mr. Lucilo Pefia, President, Billingsley Development, 4100 International Parkway,
Carrollton, Texas 75007 was present to answer questions.
Staff recommends approval with 2 stipulations.
Motion for approval of a final plat for Saintsbury Drive, Sumner Street, Saintsbury

tract situated in the B. Martin Survey, Abstract No. 827, located in the City of The
Colony, Denton County, Texas. (2002-FP003) subject to 2 staff stipulations,
Commissioner Jamme; second Commissioner Harrison. Motion carried 6-0.
4.2 Consider a request for approval of a preliminary plat for Lot 1, 2, 3, & 4,
Block B, Parks of Austin Ranch, being a 21.428-acre tract situated in the B.
Martin Survey, Abstract No. 827, located in the City of The Colony, Denton
County, Texas. (2002-PP003)
Mr. Spencer presented the staff report regarding approval of a preliminary plat for Lot 1,
2, 3, & 4, Block B, Parks of Austin Ranch located east of the BNSF Railroad tracks.
Mr. Lucilo Pefia, President, Billingsley Development, 4100 International Parkway,
Carrollton, Texas 75007 was present to answer questions.
Staff recommends approval with 11 stipulation.

Austin Ranch, being a 21.428-acre tract situated in the B. Martin Survey, Abstract
No. 827, located in the City of The Colony, Denton County, Texas. (2002-PP003)
subject to 11 staff stipulations, Commissioner Jamme; second Commissioner
Harrison. Motion carried 6-0.
4.3 Consider a request for approval of a final plat for Lot 1, 2, 3, & 4, Block B,
Parks of Austin Ranch, being a 21.428-acre tract situated in the B. Martin
Survey, Abstract No. 827, located in the City of The Colony, Denton County,
Texas. (2002-FP006)
Mr. Spencer presented the staff report regarding approval of a final plat for Lot 1, 2, 3, &
4, Block B, Parks of Austin Ranch located east of the BNSF Railroad tracks.

located in the City of The Colony, Denton County, Texas. (2002-FP006) subject to 9
staff stipulations, Commissioner Jamme; second Commissioner Allford.
Motion carried 6-0.
4.4 Consider approval of a Site Plan for the Parks at Austin Ranch Phase III
located on Lot 1, 2, & 4, Block B, Parks of Austin Ranch, being a 21.428-acre
tract situated in the B. Martin Survey, Abstract No. 827, located in the City
of The Colony, Denton County, Texas. (2002-SP007)
Mr. Spencer presented the staff report regarding approval of a Site Plan for the Parks at
Austin Ranch Phase III located on Lot' 1, 2, & 4, Block B, Parks of Austin Ranch located
east of the BNSF Railroad tracks.
Mr. Lucilo Pefia, President, Billingsley Development, 4100 International Parkway,
Carrollton, Texas 75007, Mr. John Spiars of Spiars Engineering, 700 E. Park Blvd. #210,
Plano, Texas and Mr. Danny Cummings of C & P Engineering, Ltd., F.M. 2181, Suite
#230, Corinth, Texas 76210 were present to answer questions.
Motions for approval of a Site Plan for the Parks at Austin Ranch Phase III located
on Lot 1, 2, & 4, Block B, Parks of Austin Ranch, being a 21.428-acre tract situated
in the B. Martin Survey, Abstract No. 827, located in the City of The Colony,
Denton County, Texas. (2002-SP007) subject to 9 staff stipulations, Commissioner
Jamme; second Commissioner Harrison. Motion passed 6-0.
With no further business, the meeting adjourned at 7:57 p.m.
