MINUTES OF THE PLANNING AND ZONING COMMISSION
MEETING HELD ON MAY 28, 2002
The Regular Session of the Planning and Zoning Commission of the City of The Colony,
Texas was called to order at 6:30 p.m. on the 28th of May, 2002, at City Hall with the
following members present:

DeWayne Snider
Kirk Mikulec

Bill Jamme
Bill Harrison - Arrived at 6:45 p.m.
Staff:

Chris Spencer, Planner
James Hanvey, Engineer
Sandy Vondersaar, Recording Secretary
With five (5) members present, a quorum was established and the following items were
addressed:
2.0 DISPOSITION OF MINUTES
2.1 Approval and/or correction of Planning and Zoning Commission Minutes for
the meeting held on May 14, 2002.
Motion to approve the minutes for the meeting held on May 14, 2002, Commissioner
Snider; Second, Commissioner Jamme. Motion carried 5-0.
3.0 CITIZEN INPUT
William Jamme of 5405 Sutton Place, The Colony, Texas 75056 stated he was speaking
only on his behalf in regards to discussion of items not on the Planning and Zoning
Agenda. His interpretation of "Open Meetings" is the freedom to discuss any topic.
With enforcement of items not on the agenda being addressed only during citizen input,
he feels he is being muzzled.
4.0 ITEMS FOR CONSIDERATION

4.1 Consider a request for approval of a final plat for Lot 1, Block 1, Partial
Eclipse Addition, being a 0.787-acres tract situated in the T. Wilson Survey,
Abstract No. 1352, located in the City of The Colony, Denton County, Texas.

Mr. Spencer presented the staff report regarding approval of a final plat for Partial
Eclipse Addition located north of State Highway 121 and east of the proposed Discount
Tire. Staff recommends approval with stipulations.
Ms. Teresa Myers of Analytical Surveys, 707 Easy Street, Garland, Texas 75042 was
present to answer questions.
Motion for approval of a final plat for Lot 1, Block 1, Partial Eclipse Addition,
being a 0.787-acres tract situated in the T. Wilson Survey, Abstract No. 1352,
located in the City of The Colony, Denton County, Texas. (2002-FP005) with 9 staff
stipulations, Commissioner Jamme; second Commissioner Mikulec. Motion carried
4.2 Consider approval of a Site Plan for a Preston's Paradise Car Wash located
on Lot 1, Block 1, Partial Eclipse Addition, being 0.787-acre tract situated in
the T. Wilson Survey, Abstract No. 1352, located in the City of The Colony,
Denton County, Texas. (2002-SP005)
Commissioner Harrison arrived at 6:45 p.m.
Mr. Spencer presented the staff report regarding approval of a site plan for a Preston's
Paradise Car Wash located north of State Highway 121 and east of the proposed Discount
Tire. Staff recommends approval with the original 12 stipulations and an additional
stipulation that proposed flagpole not exceed 30 feet in height.
Mr. Jim Twining of Partial Eclipse L.L.P., 4490 E1 Dorado Parkway #726, McKinney,
Texas 75070 was present to answer questions.

on Lot 1, Block 1, Partial Eclipse Addition, being 0.787-acre tract situated in
the T. Wilson Survey, Abstract No. 1352, located in the City of The Colony,
Denton County, Texas. (2002-SP005) with staff stipulations, Commissioner Snider;
second Commissioner Jamme. Motion carried 6-0.
4.3 Consider approval of a Site Plan for a Lakeside Montessori
Academy located on Lot 1, Block A, Lakeside Montessori Academy Addition,
being a 1.8639-acre tract situated in the B.B.B. & C.R.R. Survey,
Abstract No. 173, located in the City of The Colony, Denton County, Texas .....

Mr. Spencer presented the staff report regarding app~°val of a site plan for a Lakeside
Montessori Academy located on the southwest comer of South Colony Boulevard and
Westport Drive. Staff recommends approval with stipulations including additional
stipulation, by the City Fire Marshall, that fire hydrant be moved closer to the fire lane.
Mr. B. J. Khandpur owner of Lakeside Montessori Academy, Plano, Texas 75075 and
Mr. Paul Pitts Jr., Design & Development Consultant, 737 S. R. L. Thornton Freeway,
Dallas, Texas 75203 were present to answer questions.
Motion for approval of a Site Plan for a Lakeside Montessori Academy located on
Lot 1, Block A, Lakeside Montessori Academy Addition, being a 1.8639-acre tract
situated in the B.B.B. & C.R.R. Survey, Abstract No. 173, located in the City of The
Colony, Denton County, Texas. (2002-SP004) with staff stipulations, Commissioner
Mikulec; second Commissioner Harrison. Motion carried 6-0.
With no further business, the meeting adjourned at 7:20 p.m.
