MINUTES OF THE LIBRARY BOARD
OF THE
CITY OF THE COLONY
September 28, 2006
A REGULAR SESSION of the Library Board of the City of The Colony, Texas, was called to
order by Vice-Chair Clark at 7:03 p.m.

1. Citizen's Input.
None.
2. Consideration and approval of minutes of the board meeting held on August 24, 2006.
This item was tabled by consensus to the next meeting.
3. Discussion and consideration of canceling the October 26th, 2006 Library Board
meeting.
Director Sveinsson will be out of state during the week of the October 26th meeting. As
no time-critical items are anticipated for the October 26th agenda, the option of cancelin~
the meeting was discussed. Member Skelton moved to cancel the October 26t
meeting. The motion was seconded by Member Gehrke and passed unanimously.
4. Library Director's Report:
a. Status report re: operations.
The fiscal year ends this month; Director Sveinsson is working with staff to close out
the fiscal year and to prepare for the new fiscal year.
Michael McCuiston, husband of Circulation Clerk Karen McCuiston, has died. Staff is
taking up a collection for a memorial gift.
The cost for the Live Homework Help service is increasing with the December renewal
of the service.
Director Sveinsson will attend the Public Library Administrators of North Texas
Conference October 18 - 20; she will be on vacation October 21 - 31 and November
13-26, but will be in attendance at the annual City Volunteer Banquet.
b. Status report re: promotional events.
The booth at Sail Fair was visited by over 100 people on Saturday; due to the rainy
weather, the Friends did not put up the booth on Sunday. The Friends had sponsored
a puppet show for Sunday and the puppeteers did arrive on schedule; Community
Services Director Nelson had arranged to move the puppet show from the outdoor
stage to the Melodrama tent due to the rainy weather. The puppet show was delayed
until the melodrama performance was over, but then was canceled as the park had to
be evacuated due to the approach of a threatening storm.
Director Sveinsson and Youth Services Librarian Snyder will promote the Live
Homework Help service and issue library cards at Peters Colony Elementary School
the evening of October 10th.
c. Status report re: county library funding.
The Colony's allocation of the Denton County library funding will be $57,159 for FY
2006-2007, a decrease in funding due the decrease in the per capita rate from
$0.805 to $0.769; the matching funds amount remains unchanged. This decrease is
the result of the decision of the Commissioners Court to freeze funding at last year's
total without adjustment for the increase in population.
d. Update re: FY2006-2007 budget.
The FY2006-2007 budget passed, with positive impacts for the Library department:
the full operating hours schedule will be restored (Thursday morning service will be
reinstated), the 30 hours per week Support Services Clerk position will be upgraded
to full time, and the funding to improve space utilization in the Quiet Room by
subdividing it has been approved. In addition, staff will receive a 4% cost of living
increase in October 2006 and a second floating holiday in 2007.
The new fees schedule has also been approved and goes into effect October 2006.
All staff computers are scheduled to be replaced in the 2006-2007 fiscal year; the
current proposal by IT is to lease computers.
e. Status report re: grants:
Director Sveinsson is working on the final financial report for the 2005-2006 Loan
Star Libraries Grant and the Plan of Action for the 2006-2007 Loan Star Libraries
Grant.

f. Update re: Friends of the Library activities.
The September book sale was quite successful, bringing in over $628.
The Friends have indicated a willingness to fund two plaques to honor James
Althaus. One will be a memorial plaque, honoring his many years of service in
support of the Library. Library Board Members Kruzich, Bullard, and Skelton
volunteered to plan the design and order that plaque. It has also been decided that
the annual Library Volunteer of the Year award will henceforth be named the James
W. Althaus Library Volunteer of the Year Award; the Friends will have a plaque made
with the title of the award and listing all the past recipients, with space to add the
names of future recipients. Both plaques will be presented at the annual City
Volunteer Banquet, which will be held November 16, 2006.
The next Library Board meeting will be the combined November/December meeting to be
held on November 30, 2006.
The meeting adjourned at 8:30 p.m.
