MINUTES OF THE PLANNING AND ZONING COMMISSION
MEETING HELD ON FEBRUARY 26, 2002
The Regular Session of the Planning and Zoning Commission of the City of The Colony,
Texas was called to order at 6:45 p.m. on the 26th of February, 2002, at City Hall with
the following members present:
DeVille Hubbard, Chairman
DeWayne Snider
Kirk Mikulee
Rick Allford
Bill Jamme
Bill Harrison
Staff:
Harry Persaud, Director of Development Services
Chris Spencer, Planner
Abel Saldafia, City Engineer
James Hanvey, Engineer
Gordon Hikel, City Attorney
Sandy Vondersaar, Recording Secretary
With six (6) members present, a quorum was established and the following items were
addressed:
2.0 DISPOSITION OF MINUTES
2.1 Approval and/or correction of Planning and Zoning Commission Minutes for
the meeting held on February 12, 2002.
Motion to approve the minutes for the meeting held on February 12, 2002,
Commissioner Jamme; Second, Commissioner Harrison. Motion carried 6-0.
Attomey Hikel reviewed Section 11.03 of Proposition Number 12 regarding Conflict of
Interest.
3.0 CITIZEN INPUT
None
4.0 ITEMS FOR CONSIDERATION
Planning and Zoning Commission February 26, 2002
4.1 Consideration of a Preliminary Plat for Blocks A, B, C, D, E, F, G of
the Global Centre, being a 219.94-acre tract situated in the B.B.B. &
C.R.R. Survey, Abstract No. 173 and Abstract No. 174, located in the
City of The Colony, Denton County, Texas (2002-PP002)
Mr. Persaud presented the staff report regarding consideration of a preliminary plat for
the Global Centre located south of State Highway 121 and west of the BNSF Railroad
Tracks. Additional information to replace staff stipulations in the Planning and Zoning
packet was furnished to the Commission and representatives of Global Centre.
Mr. Rick Horn of Carter and Burgess, 7950 Elmbrook Drive, Dallas, Texas 75245 was
present to answer questions.
Staff recommends approval subject to 11 stipulations and 5 informational comments.
Motion for approval of a Preliminary Plat for Blocks A, B, C, D, E, F, G of the
Global Centre, being a 219.94-acre tract situated in the B.B.B. & C.R.R. Survey,
Abstract No. 173 and Abstract No. 174, located in the City of The Colony, Denton
County, Texas (2002-PP002) with 11 staff stipulations, Commissioner Jamme;
second Commissioner Allford. Motion passed 6-0.
5.0 STAFF REPORTS
6.1 Director's Report.
Mr. Persaud stated the following are future agenda items:
1. Goodyear Plans will be received soon.
2. Possibility of a Montessori School on Westport Drive.
With no further business, the meeting ~ourned at 7:2,2 p.m.
