Consider minutes from the March 30, 2006 meeting.
Meeting was called to order by Chairman Italia. The minutes from the March 30,
2006 meeting were discussed. Motion to to accept minutes as presented was
made by John Fowler and seconded by Rita Webster. Motion carried 4-0,
Richard Kuether abstained.

Agenda Item IV
Review and discuss the definition of inoperable as stated in Ch. 10 of the Code
of Ordinance.
Richard Kuether made a motion to change the definition of inoperable by
removing the requirement of vehicle registration, thus only requiring an
inspection sticker. Motion was seconded by John Fowler. Motion failed (3-3,
Ruby Lawrence, Robert Taylor, and Chris Italia opposed).
David Dodd, City Attorney advised the Board the city cannot be less restrictive
than the state standards. Registration of a vehicle is required by the state.
The Board advised that the motion be provided to Council.
Agenda Item V
Review and discuss the proposed fence maintenance ordinance.

Proposed fence maintenance ordinance was read. The ordinance does not give
specific degree of lean for a fence to define it as out of alignment. Richard
Kuether advised that he did not want retaining wall maintenance to be included in
fence maintenance ordinance. He suggested that there be a specific amount of
inches to which the fence can lean dependant on fence height. John Fowler
states if boards are missing, or fence is leaning in the right of way, the ordinance
should address it. He stated that the vertical alignment for those fences greater
than 4 feet should be 20% instead of 10% and vice versa for those less than 4
feet. Iris advised that at the next meeting she would provide pictures showing
different types of fences and the degree of lean that would be considered a
violation.

Agenda Item VI
Discuss the location of play equipment within the city.
Iris advised that three complaints of play equipment in front yard have been
received in the past year. Rita stated that she would like something added to the
ordinance that would prohibit tree houses in the front yard.
Agenda Item VII
Discuss the possibility of conducting annual inspection of manufactured homes
within the city.
Discussion was made about creating an ordinance to have mandatory
inspections on all manufactured homes within the city. Ruby Lawrence, Robert
Taylor, Rita Webster and Chris Italia were all in favor of recommending that they
be registered and inspected.

August meeting will bring back fence maintenance, inoperable definition and
report on rental registration. John Fowler requested a report on how the city
property is following code, and he requested that the agenda hold a discussion
on street parking. Meeting adjourned at 8:04pm.
**Minutes were not signed by the Chairman, but they were
approved at the August 31, 2006 Code Enforcement Advisory
Board meeting.
