CODE ENFORCEMENT ADVISORY BOARD
SEPTEMBER 15, 2005
MINUTES
I Attendance
Present: Bill Longo, John Fowler, Chris Italia, Richard Kuether, Ruby Lawrence,
Robert Taylor and Rita Webster
Present from staff: Iris Browder, Donna Batemen, Beverly Sligar, Mark Jones,
Sheron Riney and David Dodd
Absent: None

Citizen Input
There was no citizen input. No citizens were in attendance.
Agenda Item III
Introduction of new board members and city staff

The new board members, city staff, city attorney and code enforcement
officers were introduced. A packet of information containing board members,
length of terms, addresses, and phone numbers were given to everyone. A
copy of the ordinance approved by council was also distributed. John Fowler
had a question on the term limits and they were briefly discussed.
Agenda Item IV
Receive a report and give staff direction regarding priorities and goals for the
Code Enforcement Department
There was discussion by the board members and staff as to the best way to
approach new issues. Donna Bateman presented some ideas on what
ongoing issues should be address based on information she received from
the code enforcement officers. Board members were given an opportunity to
voice their thoughts on how staff should proceed. The board asked staff to
bring a progress report detailing case load and most common violations to the
next board meeting. The board also wanted staff to go over previous
ordinances that were passed by the code enforcement advisory committee
and pending issues that were never completed.

Bill Longo explained the importance of educating the public. John Fowler
explained that being consistent is very important.
Donna explained to the board that staff has the capability of towing junked
vehicles off private property. Bill Longo did not agree with this type of
enforcement. Donna explained that state law gives us (the city) the authority
to tow them once proper notice is given.
Agenda Item V
Receive a report and give staff direction regarding rules and procedures
David Dodd, the city attorney presented a code enforcement handbook to all
board members and staff. He explained the "golden rules" that the board
should follow and discussed the open meeting act. David gave a brief
overview of how to deal with residents who may attend the meetings and
explained to the board of the importance sticking to the agenda.
Agenda Item VI
Election of Chairman and Vice Chairman
Chris Italia was elected Chairman (4 votes for Chris, 3 votes for John)
John Fowler was elected Vice Chairman (unanimous)
**Minutes were not signed by the Chairman, but they were
approved at the October 27, 2005 Code Enforcement Advisory
Board meeting.
