HomeMy WebLinkAbout07/25/06 P&Z I MINUTES CITY OF THE COLONY PLANNING AND ZONING COMMISSION Tuesday, July 25, 2006 After determining that a quorum was present, the Planning and Zoning Commission of the City of The Colony, Texas convened into a work session which was held on July 25, 2006 at 6:30 p.m. in the City Council Chambers located in City Hall, 6800 Main Street, The Colony, Texas, at which time the following items were addressed: Commissioner present: Commissioner Wade, Commissioner Milsak, Commissioner Hubbard, and Commissioner Barrett Commissioners absent: Commissioner Morrison, Commissioner Hames, and Commissioner Villarreal I W1.0 1 CALL WORK SESSION TO ORDER I W2.0 1 WORK SESSION W2.1 Receive a report and hold a discussion on consent agenda items Called to order at 6:30 p.m. After determining that a quorum was present, the Planning and Zoning Commission of the City of The Colony, Texas convened into regular session which was held on July 25, 2006 at 6:30 p.m. in the City Council Chambers located in City Hall, 6800 Main Street, The Colony, Texas, at which time the following items were addressed: I 11.0 I CALL REGULAR SESSION TO ORDER 12.0 1 DISPOSITION OF MINUTES 2.1 Consider approval of the minutes of the July 11,2006 Work Session and Regular Session. Commissioner Milsak motioned to approve the minutes. Seconded by Commissioner Wade. Motion carried 3-0, Commissioner Hubbard abstained I 3.0 3.1 I 3.2 3.3 I CONSENT AGENDA Consider approval of a Final Plat for The Aberdeen at Tribute Phase 1. The 29.3212-acre tract is located in the northwest portion of the city west of Main Street and north of future Lebanon Road (FP06-0004, Aberdeen at Tribute Phase 1 Final Plat). Consider approval of a Final Plat for The Cascades at The Legends Phase I-B Final Plat. The 18.775-acre tract is located at the southeast comer of Memorial Drive and Morningstar (FP06-0010, The Cascades at The Legends Phase I-B Final Plat). Consider approval of a Final Plat for The Cascades Phase 1. The 16.025-acre tract is located at the intersection of Stone Creek Drive, Cascades Court, and Fallwater Trail (FP06-0003, The Cascades Phase 1 Final Plat). Planning and Zoning Commission July 25, 2006 I Commissioner Hubbard motioned to approve the consent agenda. Seconded by Commissioner Barrett. Motion carried 4-0 I 4.0 4.1 1 PUBLIC HEARING Conduct a public hearing and consider making a recommendation to the City Council on an amendment to Planned Development 16, "PD-16," concerning entry monument signage for a single family residential development. The 44.93- acre tract is located at the southeast comer of Memorial Drive and Morningstar (206-0009, KB Homes Sign age PD Amendment). Ms. Bateman presented a staff report regarding making a recommendation to the City Council on an amendment to Planned Development 16, "PD-16," concerning entry monument signage for a single family residential development. The 44.93-acre tract is located at the southeast comer of Memorial Drive and Morningstar. Commissioner Barrett asked who would be responsible for the maintenance of the signs and landscape. Michael Slack, KB Homes, 2711 LBJ Freeway #600, Dallas, Texas, stated that the HOA would be responsible. No one present to speak in favor or opposition. I Commissioner Hubbard motioned to approve Z06-0009. Commissioner Milsak. Motion carried 4-0 4.2 Conduct a public hearing and consider making a recommendation to the City Council on a development plan for Planned Development 16, PD-16, commercial phase one. The 15.0032-acre tract is located at the intersection of Stone Creek Drive, Cascades Court, and Fallwater Trail (206-0006, Cascades at The Colony Phase I Development Plan). Ms. Bateman presented a staff report regarding making a recommendation to the City Council on a development plan for Planned Development 16, PD-16, commercial phase one. Seconded by No one present to speak in favor or opposition Commissioner Hubbard asked if there was a restriction on the trucks coming in and out on Memorial. I Chris Brook, Alliance Architects, 1600 N Collin Blvd, Richardson, Texas, stated that most of the traffic will be circulated within and then connecting to 121. Commissioner Hubbard asked if the City can do something if this became an Issue. Ms. Bateman stated yes. Planning and Zoning Commission July 25, 2006 I Mr. Scruggs stated that it is against City ordinance for them to travel onto Memorial. They are required to take the shortest route. Commissioner Barrett asked if the truck traffic is going to be 24 hours. Chris Brook, Alliance Architects, 1600 N Collin Blvd, Richardson, Texas, stated that there is no plan for around the clock operation. Commissioner Milsak asked if the buildings were going to be sprinkled. Ms. Bateman stated yes. Commissioner Hubbard motioned to approve Z06-0006. Seconded by Commissioner Barrett. Motioned carried 4-0 15.0 I ITEMS FOR CONSIDERATION 5.1 I I Discuss and consider making a recommendation to the City Council on a site plan for Cascades at The Colony Phase I. The 15.003-acre tract is located at the intersection of Stone Creek Drive, Cascades Court, and Fallwater Trail (SP06- 0001, Cascades at The Colony Phase I Site Plan). Ms. Bateman presented a staff report regarding making a recommendation to the City Council on a site plan for Cascades at The Colony Phase I. The 15.003-acre tract is located at the intersection of Stone Creek Drive, Cascades Court, and Fallwater Trail. Commissioner Milsak asked what color the building would be. Chris Brook, Alliance Architects, 1600 N Collin Blvd, Richardson, Texas stated that the colors would be kept to warm colors, tan, beige, and/or sand. Commissioner Hubbard asked the applicant to explain the rationale for the plant species within the park area. Chris Brook, Alliance Architects, 1600 N Collin Blvd, Richardson, Texas, stated that the species were chosen in an effort to comply with the Gateway Overlay District requirements while maintaining identity for the development. Commissioner Hubbard asked if there was someone in the Development Review Committee who reviews the landscape. Ms. Bateman stated that it is reviewed by the Planning Department. Commissioner Barrett stated that the fire lanes around building 1 and 6 are up to the entrance and not the other buildings. Why the inconsistency? Chris Brook, Alliance Architects, 1600 N Collin Blvd, Richardson, Texas, stated that it costs more to make the pavement thicker to support the truck and that there has to be a certain turning radii for the truck. The Fire Marshal agreed to the distance of the fire lanes. Ms. Bateman stated that the fire code states 150 feet on a sprinkled building as the hose lies and the Fire Marshal stated that they could adequately access all areas of the building based on what was being provided.
