A REGULAR SESSION of the Park and Recreation Board was called
to order with the following members present:
Richard Fro~ardt
Earl Brantley
Vince Ashman
Kevin Seidler
Chairman
Member
Alternate
Member
with member's Richard Haas and Barbara Sanchez absent. Rick
Herold, Director of Parks and Recreation was also present.
I. APPROVAL OF MINUTES
No minutes were available.
II. CITIZEN'S INPUT
There were no citizens present.

'RECEIVE REPORT ON STEWART"S CREEK PARK
~irector Herold briefed the Board on the success of
"Re-open Crew '82", an undertaking co-sponsored by the
City, PAR~, and PARD Board. Over 100 people attended in
inclimate morning weather and 125 people visited the
day ending barbeque that evening.
Chairman Frohardt reported that the Council seemed to
support the Boards feeling about changes and operating
of the popular recreation area. Member Brantley urged
the Board to restrain from having the park 'open without
supervis;on. The Board agreed to Member Brantley's remarks.
Director Herold stated that he is in favor of having the
people employed by the City for Stewart's Creek Park. One
person ~rom Monday through Thursday and one person from
Friday through Sunday. The Board supported Director Herold
but ~sked that they be informed on all rates.
IV.
RECEIVE REPORT ON NEW GRANT POSSIBILITY
The Board discussed possibilities for a new grant briefly.
Director Herold suggested that he gather more information
and place this item on another agenda. Director Herold
reportee that Tim Hogsett of the Texas Parks and ~ildlife,
said money is presently available through State funds and
the city presently has the working papers for filing the
grant through the Texas Parks and Wildlife Department.
IV. RECEIVE REPORT ON NEW GR^NT POSSIBILITY CON'T.
Member Brantley made a motion for the department and
the Doard to continue to look into grants and alternate
financing methods. The motion was seconded by member
^shman and 'das passed unanimously.

V. REVIEW 82-83 BUDGET
Director Herold passed out a copy of the early proposed
bud~et for the Board's early thoughts. Chairman Frohardt
asked that the park maintenance item be reviewed by the
depart~ent so to take care of possible park improvements
82-83. Yember Brantley was concerned about a 1050 tractor
in the budget and said the city should consider a ROBC^T
instead o~ the Deer 1050. Herold said he would look into
the matter. ~he board asked the Director to work on his
budget further and report back to the Board before the
budget is processed.
VI. RECEIVE DIRECTOR'S STATUS REPORT
Director Herold reported that the Turner Street Park
situation is still unsettled but the department, City
Manager, ~r. Dradburry and Schrickel Rollins are trying to
work out the problem. Director Herold stated while Turner
Street is Hti~l unsettled, the rest of the parks are near
comp~etion. (as far as the work which is to be completed by
~an0a:l and R~ake construction, Inc.).

Director Herold reported that good comments have been
received from softball players regarding the new Of=ice
Cree}~ ?ark complex. Herold said softball officials have
been helpful in opening the complex. Herold went to praise
the soccer and b0seball Boards for their support throughout
the year. ~erold said they have bent over backwards to help
the c~ty sta':- /0.
The Director said that the PARD is excited about their up-
coy:\ing Summer ~eisure Program. The program enti tIed "Life--
Be In It" will be ready for distribution later in the
month. Herold said he expects around 650 participants
this summer in "leisure" classes. Chairman Frohardt asked
for the City to try to develop more activities for Colony
teen2gers.
VII. ANY OTHER M^TTERS TO COME BEFORE THE BOARD
None.
VIII. The meeting adjourned at 9:31 p.m. Member Brantley made
the motion and it was seconded by Alternate Ashman. It
was carried unanimously.
